Analysis On Influencing Factors And Promoting Countermeasures Of The Development Of Local Government Data Open Platform In China

In the wave of big data,data is a strategic resource for a country and its openness has been lifted as the national strategy for many countries as the openness of government data not only can stir vigor of social development but also can make another use of government data to release the data dividend at its most.The data open platforms of regional governments are the windows and carriers for government to open data to the public,so many countries including China has gradually open their government data since the federal government of US launched its portal site Data.Gov for opening data in2009.In 2012,"the Service Website for Shanghai Government Data" was launched,officially kicking off the development of China’s local government data open platform.At present,government data open platforms in various regions are springing up like mushrooms.How to better promote their development and play their role becomes crucial.Therefore,the research and construction of the theoretical analysis model of the influencing factors of the development of local government data open platforms in our country,in order to explore the influencing factors and the degree of influence of the development of local government data open platforms in our country,and based on the conclusions of the research,put forward countermeasures.The study takes the government data opening as the background,through sorting out and analyzing the existing literature,and taking a number of well-established local government data opening platforms in China as research objects,based on the theory of government information openness and government innovation spread,to set up a theoretical and analytical model of influencing factors including three factors "politics-economy-public".The model,based on independent variables such as political leadership,stress from superior government,perfectness of government policies,the development level of regional economy,resources of regional government,the development of regional informatization,public needs and the percentage of regional residents’ internet,dependent variables including the construction of data open platforms of regional governments,and on controlled variables such as the city scale and administrative planning,sets up a theoretical and analytical framework of influencing factors,exploring the influencing factors and extent of construction of data open platforms of our regional governments.According the empirical research,the factors such as the stress from superior government and perfectness of government policies in political factors,the development of regional informatization in economy factors and public needs in public factors exert prominently positive impact on the construction of data open platforms of regional governments,while factors like political leadership in political factors,resources of regional governments in economy factors,the percentage of regional residents’ internet,leave less prominent influence,and the development level of regional economy in economy factors imposes negative influence.At last,the article proposes improvement measures for the development of data open platforms of regional governments based on the models including three factors "politics-economy-public",aiming at bolster further development of the platforms.
