Research On The Problems And Countermeasures Of Elderly People Living Alone In S District, Chongqin

General Secretary Xi proposed in the 20 th Party Congress report,the implementation of the national strategy to actively respond to the aging population,the development of elderly care and the elderly industry,optimize the services of widows and orphans,and promote the realization of all elderly people to enjoy basic elderly services.The Second Plenary Session of the Sixth Municipal Party Committee pointed out that it is necessary to actively cope with the aging population,improve the system of inclusive elderly care and childcare services and policies,and solve the problem of "one old man and one small child" as a whole.Compared with other elderly people,the elderly living alone face a greater risk of old age,and the need to properly deal with the elderly living alone is urgent,with high social expectations and low tolerance,which is important to improve their quality of life and improve the basic elderly service system.Based on the research results of the old-age service countermeasures at home and abroad,this study selects the S district of Chongqing as the research object,and takes the new public service theory,Maslow’s hierarchy of needs theory,welfare pluralism theory and other related theories as the guidance,through questionnaire survey method,interview method and comparative analysis method,and starts from the current situation of the supply and demand of old-age service for the elderly living alone in S district,and proposes countermeasures to solve the problem of the elderly living alone.The article proposes countermeasures to solve the elderly living alone problem.Firstly,the article takes the township,the elderly living alone,and the senior care enterprise as the survey objects,and investigates the current situation of service supply,the awareness rate and satisfaction rate of each supply body in the senior care service for the elderly living alone in S district.In-depth interviews were conducted with some of the elderly living alone in District S to understand the current living conditions of the elderly living alone,as well as the demand for elderly services such as life care,medical care,psychological comfort,leisure and entertainment,and self-actualization.Secondly,according to the statistical results of the survey on the current supply and demand,we summarized that the government’s leading role is not enough,market participation is not enough,community ties and support functions are weak,social organizations are not sufficiently involved,and family elderly care functions are weak,so that the demand for elderly care services for the elderly living alone is not fully met.The reasons for this analysis are mainly the inappropriate positioning of government responsibility,insufficient market development motivation,limited ability of community to integrate resources,low motivation of social organization participation,and changes in family structure,respectively.Finally,by drawing on the practices and experiences of domestic and foreign senior care services,five countermeasures are proposed to solve the senior care services for the elderly living alone in S district.First,play the leading role of the government;second,play the facilitating role of the market;third,improve the service level of the community;fourth,play the complementary role of social organizations;and fifth,enhance the main function of the family.
