Research On The Construction Of Embedded Community Elderly Care Service Model

The embedded community home-based elderly care service model is a useful supplement to the existing care service system and a helpful model to alleviate the real dilemma of the supply and demand imbalance of care services.This model embeds an elderly care service platform at the community level,optimizes the allocation of resources for multiple elderly services,realizes multi-subject collaboration under the government's leadership,and finally realizes the diverse needs of the elderly with a professional and comprehensive supply of elderly care services.Establishing an embedded community home-based care service model helps to connect the supply and demand of care services at the grassroots level.It can alleviate the pressure on the care services of the government and the family,and is more conducive to meeting the expectations of the elderly in China.In the face of the current situation that,China's social old-age care services is under pressure,traditional old-age care methods is in distress,and the old-age care concepts is changing,and basing on the favorable environment supported by policies,development opportunities under comparative advantages,and the practical basis provided by pilot exploration,this article has fully based on a comparative study of the experience of domestic and foreign elderly care service models,proposed the operation framework for building an embedded community home care service model which is: government-led + embedded community + pluralistic-collaboration,embedded the service platform in the community,and embedded the service content in the community.Based on the principles of fairness and justice,people-oriented,and local conditions,proposing the linear management system that "Provincial(municipal)government departments-District(county)pension service guidance centers-Street comprehensive pension service centers-Community basic service sites + Community neighborhood committees".And relying on "Street comprehensive pension service centers and Community basic service sites" to build the comprehensive service system for the service supply.By integrating multiple sources of resources to improve the content of home-based elderly care services in communities,the embedded community-based home care service model has been established to provide flexible and convenient diversified elderly care services,based on the realizing of the special elderly care needs in the community and to meet the full-age elderly in the community.Finally,to speeding the the process of the construction of embedded communities home-based elderly care service model,it is also necessary to develop the supporting policy system,expand the investment channel,build a more professional service teams,and strengthen the supervision and management of the program,so that to perfect the service model and to push forward to the model development.
