Research On The Collaboration Of Grassroots Governance Subjects In The Practice Of The Project Management

As a new model of national governance,the project management has imported a large amount of national public financial resources into the rural society,enabling the development of the rural economy and the improvement of infrastructure construction.Meanwhile,since the 19th National Congress of the Communist Party of China first put forward the tasks of the "village revitalization" strategy,the construction of "characteristic rural areas" as a brand construction of the project management has achieved some results and practical experience.For example,Jiangsu provincial government took the lead in launching the "Characteristic Rural Village" project in June 2016,leveraging the lever of rural revitalization in specific construction.However,in the face of the new requirements of high-quality development in the new era,the "project management"brand building of"characteristic rural villages" that exists among the local government,village-level autonomous organizations,village-level social organizations,enterprises,and villagers is in urgent need of innovation.Grassroots governance should deal with the fetters of traditional grassroots governance methods and meet the challenges of new development concepts and new development patterns.The purpose of this study is to improve the collective action of multiple subjects in the same direction by integrating the multiple subject relationships of identity,concept deviation,and interest preference,and enhance the grass-roots governance efficiency of the project system construction of "characteristic rural villages",so as to realize the construction of the project’s target.Based on data obtained through research methods such as text analysis,field investigation,this study defines the main subjects as the local government,village-level autonomous organizations,village-level social organizations,enterprises,and villagers of"characteristic rural areas" in S Village,Suzhou City.Meanwhile,this article is based on collaborative governance theory and project management theory and relying on the three-dimensional analysis framework of"idea-benefit-action".On the basis of the analysis framework,this paper makes an empirical analysis of the cooperation and co-governance in the construction of "characteristic rural villages" in S Village of Suzhou City and achieve conclusions of the research.Through the analysis of the present status,it can be seen that there are practical dilemma in the current project promotion.These difficulties are mainly manifested in the deviation of the concept,poor communication leading to low participation;conflict of interests,friction and failure of cooperation;obstruction of action,confined to the three aspects of the inertial system’s lack of power.However,the reasons for the formation of the dilemma are the inertness of coordination with the objective;the lack of subjective trust;the lack of the mechanism in reality.Finally,the optimization path is proposed from the three dimensions of concept fusion,interest debugging,and action opposite.First,it proposes strategies for reconstructing the governance concept of multiple subjects,reshaping the concept of rule of law,democracy and service,and then emphasizing the role of multiple subjects,clarifying their respective functions,giving full play to the role of each subject,and realizing collaborative control.From the perspective of mechanism,by building a decision-making platform,optimizing the operation mechanism,and improving the institutional guarantee,in order to effectively promote the construction of the project,the energy-enhancing project system will be transformed into a collaborative governance project system in a timely manner.At the same time,it should be understood that project management governance,like conventional governance,is an indispensable governance tool in the process of national governance.The conventional governance of rural society provides normal operating norms,while the project management governance provides the driving force outside the system.Therefore,the consciousness of project management governance should be established to improve the collaborative governance ability of multiple subjects and promote social development.so as to realize the ideal form of rural revitalization.
