In recent years,the task of grassroots reform and development has become increasingly heavy,with various unexpected situations and conflicts occurring frequently.Responding to sudden crises has become an important part of grassroots governance.Before the liberalization of the epidemic policy,all regions were faced with the public crisis of COVID-19 outbreak at any time.Whether the crisis office handled it well could directly affect the fate of local officials.All regions had to take various measures to join forces with all parties to do a good job in local epidemic prevention and control.The quality of this crisis vividly demonstrates the emergency response capacity and grassroots governance level of various regions,while exposing many weaknesses and weaknesses in grassroots governance.Among them,a very common problem arises in the field of multiple collaborative governance.Grassroots governments can often achieve some innovative results in their own diligence,but they cannot find a good way to coordinate the coordinated governance of multiple governance entities.Nowadays,grassroots emergency tasks such as epidemic prevention and control will only become increasingly complex and severe.How to find effective and efficient response measures is the key to grassroots handling "crises and changes" and obtaining "new opportunities and situations".Numerous practices have shown that the crisis response measures of a single department or organization are already difficult to adapt to changing emergencies,and it is necessary for multiple departments to cooperate in order to maximize the handling of crisis events.How grassroots governments maximize the combined efforts of various grassroots organizations,enable multiple entities to jointly respond,and improve the efficiency of collaborative governance in grassroots crisis response has become a very meaningful topic at present.This article takes the two actual battles that the author has personally experienced to deal with the sudden COVID-19 epidemic as an example,and through in-depth thinking on typical cases of multi subject collaborative governance,such as the "extra vice presidents" of government enterprise cooperation,the "knock action" of mass volunteers,"Brother Tao"’s participation in social governance,and the active responsibility of the youth volunteer association in the prevention and control of the epidemic in District D,summarizes the practices of grass-roots units in dealing with emergencies,Analyze the current situation of crisis response among various government departments and other social groups when responding to emergencies at the grassroots level,focus on exploring the problems existing in the coordination and linkage of crisis response among multiple entities,deeply analyze the reasons for these problems,propose ways to further tap the strength of various participating entities,and explore effective measures to further promote cooperation among various entities and pool strong synergy in governance.Through the analysis of the current situation and the reference of successful experience,the countermeasures such as improving the construction of a crisis response system for multi-subject cooperation,increasing the awareness of collaboration and cooperation among all participants,improving the ability of all subjects to participate in collaborative governance,and smoothing the information sharing channels between multiple subjects are obtained.
