Strengthening and innovating social governance is an inevitable choice to promote the modernization of the national governance system and governance capacity,and it is also the right thing to do to achieve socialist modernization.The rapid advancement of social modernization,especially the outbreak of the new crown pneumonia epidemic at the end of2019,the drastic changes in the economic and social environment have intensified social conflicts and social risks,and social problems are not solved in a timely manner,posing new challenges to the social governance system.An important and inevitable trend is that multiple governance subjects can actively participate,realize complementary resources and advantages,build a good collaborative relationship between the government and other social governance subjects,and accelerate the construction of a new pattern of social governance that meets the requirements of the new era of co-construction,co-management and sharing.For regions with more backward economic and cultural development,collaborative governance of multiple subjects also faces problems different from those in developed regions.Analyzing and studying collaborative and shared governance of social governance subjects in China based on macro environment may not reflect the real governance situation in less developed regions to a certain extent.Based on the general requirement of social governance modernization proposed by the Party and the requirement of the times to build a social governance pattern of common construction,governance and sharing,and considering the special characteristics and complexity of social governance in less developed regions,it is important to focus on strengthening the collaborative governance of social governance subjects in less developed regions.In addition,in the process of sinking the center of gravity of social governance,the county is the most complete micro unit in the national governance system.Therefore,in order to explore the situation of collaborative governance of social governance subjects in less developed regions,this paper takes County D of Province J as an example,and adopts the methods of literature research,case study and questionnaire survey based on polycentric governance theory and collaborative governance theory to compile the current situation of collaborative governance in County D of Province J by means of field research and questionnaire collection.The first part is divided into the main social governance subjects,including the government,social organizations,enterprises and the public;the main practices of collaborative governance of social governance subjects and the results achieved,i.e.,insisting on building a social governance pattern of co-construction,co-management and sharing with the participation of multiple subjects from the government,social organizations,enterprises and the public;the second part is to use SPSS software to analyze the questionnaire survey data and the results of field visits to find that County D,Province J The second part is to use SPSS software to analyze the questionnaire data and field visit results to find that the social governance subjects in the process of collaborative governance have problems such as lagging transformation of governance concept,insufficient motivation of collaboration and low level of collaboration,which hinder the generation and development of collaborative behavior of multiple subjects and affect the effect of collaboration;the analysis finds that the main reasons affecting the effect of collaborative governance of social governance subjects include lack of awareness of common governance,low capacity of subjects and lack of guarantee of collaborative mechanism.The third part is to draw on the successful experiences of collaborative governance in three developed regions,namely Jiashan County of Jiaxing City,Xiaoshan District of Hangzhou City and Nansha District of Guangzhou City,and propose targeted countermeasures to optimize the collaborative governance of social governance subjects by combining the experiences and the actual situation of less developed regions,so as to promote the sustained development of collaborative governance of social governance subjects in less developed regions for the better.
