The parallelism of civil servants’ positions and ranks is an important measure to promote the management and construction of China’s civil servants.It meets the needs of deepening the reform of administrative system and is a promotion channel parallel to leadership positions.For a long time,in a specific historical environment,the influence of the "single track system" of civil servants’ promotion has hindered the development of civil servants at the grass-roots level,and the promotion channel is narrow,Many problems such as difficult job promotion and low salary exist for a long time.Therefore,the formulation and implementation of the parallel system of position and rank is very urgent.On January 15,2015,the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the "Opinions on Establishing a Parallel System of Position Levels for Civil Servants in Organs Below the County Level".The grass-roots organs below the county level formally implement the system of simultaneous appointment of positions and ranks.The parallel system of Posts and ranks was officially implemented in grass-roots organs below the county level.The implementation of the rank system stimulated the entrepreneurial enthusiasm of grass-roots cadres and achieved remarkable results at the grass-roots level.However,at the same time,due to the limitation of the number of years of rank promotion,many civil servants have limited promotion space.Therefore,in order to further improve the rank system and broaden the promotion channels,the office issued the provisions on the parallel position and rank of civil servants in mid-March 2019,which will be officially implemented from June 1,2019.The new parallel system of civil servant ranks appears in front of civil servants with a brand-new attitude,which has become an important measure to deepen the reform of civil servant classification,improve the incentive and guarantee mechanism of civil servants,and improve the salary system.Through literature research,discussion and interview,questionnaire survey and other research methods,this paper investigates the implementation of the parallel system of civil servants’ positions and ranks in t County,Q City,Heilongjiang Province.The research mainly involves three aspects: first,theoretical research,which reviews the civil servants’ positions and ranks system at home and abroad,as well as civil servants,grass-roots civil servants,civil servants’ positions and ranks Define the concept of the concurrent system of position and rank,and introduce the theoretical basis of incentive theory and policy implementation theory.The second is empirical research.Firstly,taking the civil servant cadre team in t County of Q city as an example,through questionnaire survey,discussion and interview,we can comprehensively understand the current implementation of the concurrent system of position and rank in t County,summarize and summarize the survey data,and analyze the implementation survey results.The third is countermeasure research.By analyzing the problems existing in the implementation of the parallel system of position and rank in t County,we explore the root causes of the problems,and put forward targeted optimization countermeasures,so as to provide reference suggestions for the effective implementation of the parallel system of position and rank in civil servants at the grass-roots level.The research conclusions of this paper include: first,during the implementation of the post and rank parallel system of civil servants in t County,there are problems such as the poor connection of the post and rank system before and after the reform,the insufficient effectiveness of the assessment and evaluation of rank promotion,and the unclear incentive effect of rank promotion;Mainly because the promotion system design is unscientific,the assessment and evaluation system is not applicable,and the incentive and guarantee mechanism is not perfect.2、 In view of the problems existing in the implementation of the current position and rank parallel system,t county needs to improve the scientificity of the promotion system by gradually establishing an independent rank promotion system,reasonably formulating the number of rank promotions,and improving the grass-roots rank promotion mechanism;Through the establishment of standardized and institutionalized assessment procedures,improve the assessment and evaluation index system,and build a rank competition and elimination mechanism to optimize the assessment and evaluation system;We should improve the incentive and guarantee mechanism by strengthening financial security,policy interpretation and publicity,and paying attention to the guidance of civil servants’ career development planning,so as to promote the better implementation of the rank system at the grass-roots level and further stimulate the entrepreneurial enthusiasm of civil servants at the grass-roots level.
