| The system of parallel positions and ranks of civil servants has been reformed in my country for more than ten years.Since 2019,the system of parallel positions and ranks of civil servants has been fully implemented in my country,and the party and the government attach great importance to this issue.However,due to the short implementation time of the system and the fact that it is at a critical point from pilot exploration to comprehensive promotion,many localities have encountered many problems in practice,and Dalian City is also facing obstacles in the implementation process.This research focuses on the implementation status of the parallel system of civil servants’ positions and ranks in Xigang District of Dalian.Based on the research status at home and abroad,combined with my country’s laws and regulations related to the civil service system,the four key concepts of this article are defined,namely,civil servants,Position,rank,parallel system of position and rank.On this basis,three main contents are studied.First of all,this research analyzes the background of the implementation of the parallel system of positions and ranks in my country,and divides the changes in the relationship between positions and ranks into three stages,namely: the main stage of job wages(1993-2004),and the stage of job and rank system innovation(2005-2014),the exploratory stage of the parallel policy of position and rank(2015-2018).It also analyzes the main content and characteristics of my country’s current parallel system of positions and ranks,showing a partial picture of my country’s exploration of the reform of the civil service system.Secondly,this study takes the current situation of implementation at the grassroots level in Xigang District of Dalian City as a case.Through in-depth interviews and questionnaire surveys,it first conducts a sample survey among civil servants in Xigang District,and collects information on the implementation of the system by grassroots civil servants in Xigang District,Dalian According to the questionnaire data,we conducted interviews and surveys to analyze the basic cognition status,implementation process and implementation effects of the parallel system of civil servants’ positions and ranks in Xigang District,Dalian.Analyze the root causes of problems in aspects such as the lack of implementation process management and the imperfect supporting mechanism of system implementation.Finally,this research finally aims at the current status of system implementation in Xigang District of Dalian City,and proposes to improve the parallel system of civil servants’ positions and ranks from three aspects: strict and orderly implementation of the system,standardized system implementation process management,and improvement of the supporting measures for system implementation.Relevant countermeasures and suggestions in order to solve the long-term low level of civil servants at the grassroots level,effectively improve the enthusiasm and initiative of civil servants,improve the work level of civil servants at the grassroots level,thereby improving the work efficiency of the public sector,and provide suggestions for the effective implementation of the current system. |
