As our country enters the new era of socialist modernization with Chinese characteristics,the construction of high-quality cadres who can do the important task of national rejuvenation has become an important requirement for the establishment and development of civil servants in the present and the following period.As the most special element in the administrative system of the party and the government,the civil servant is also the first responsible person of the public service and the public management,and is entrusted with the extremely important mission,and in the development and growth of the country to assume the role of the mainstay.How to effectively stimulate the vitality of the cadre team,the strict management and love to the implementation of the work has long puzzled our civil servants in the construction of the important issues.The Civil service of the People’s Republic of China Act was enacted and implemented in 2005 has made some achievements in the standardized management of civil servants and institutional incentive,but in the face of the changes of the times and the development of society,the old system has not been suitable for the needs of the construction of the contemporary civil servants,and to some extent it has become a shackle that restricts the career development of civil servants.Because of the particularity of the work,the civil servants at the grass-roots level need to communicate with the masses frequently,but the administrative level at the grass-roots level is small,the number of civil servants is huge,and so on,during the implementation of the old system,it is difficult for civil servants at the grass-roots level to obtain greater room for improvement.Because of the particularity of the work,the civil servants at the grass-roots level need to communicate with the masses frequently,but the administrative level at the grass-roots level is small,the number of civil servants is huge,and so on,during the implementation of the old system,it is difficult for civil servants at the grass-roots level to obtain greater room for improvement.The implementation of the post and rank parallel system not only improves civil servants’ incentive measures,but also broadens the path of grass-roots civil servants’ career development.Based on Smith’s theory of policy implementation and the two-factor theory,this paper takes the grass-roots civil servants of S Street in Guangdong as the research object,to conduct a study on the implementation of the parallel rank system in S Street in Guangdong by means of questionnaires and individual interviews.The study found that the implementation of the parallel system of civil service position and rank in S Street in Guangdong was stronger than that in other towns and streets,and to a certain extent,it stimulated the work enthusiasm of civil servants,however,due to a series of problems,such as the number of ranks,the prevalence of double-hatting of posts,the unclear conditions and standards for promotion,and the single supervision channel for cadres,the beneficiaries of the policy are relatively narrow,the incentive effect is still not obvious enough.Based on relevant theories,This article will be from the following aspects of the reasons for this phenomenon: the unscientific establishment of rank number,the imperfect matching assessment mechanism,the non-establishment of independent management system and the incomplete job planning of the executive department,the insufficient inclination of promotion to the grass-roots civil servants,and the imperfect management and supervision of cadres’ archives,so as to put forward feasible countermeasures and suggestions,for example,we should improve the design of the concurrent system of position and rank,the implementation planning of the system,the establishment of the classified management system for civil servants and the establishment of a good supervisory environment,in order to give full play to the incentive-oriented role of the system and optimize the construction of the cadre team,thus laying a solid foundation for the high-quality development of the grass-roots government work.
