Civil servants at the grass-roots level carry out the Party’s line,principles and policies.They shoulder the important responsibility of deepening reform,promoting development,promoting harmony and serving the people.The construction of grass-roots civil servants is related to the overall construction of cadres and the development of various undertakings of the party and the country.Due to the work pressure of grassroots civil servants,low level treatment,poor working environment,they appear job burnout,passive work,staff turnover and other problems,which has a certain impact on the construction and stability of grassroots cadres.At present,the implementation of the parallel system of civil servants’ positions and ranks has fully mobilized the enthusiasm of grass-roots civil servants,expanded their career development space,and enhanced their motivation to do business.It is helpful to stabilize the grass-roots civil servant team and develop the grass-roots cause,so as to realize the steady improvement of the grass-roots administrative service level.In this thesis,Q county of Inner Mongolia Autonomous Region,is selected as the research sample.Based on the theory of the policy implementation process,the theory of fairness and the theory of incentive strengthening,and combined with the actual work,this thesis studies the implementation situation and problems of the parallel system of civil servants’ positions and ranks in Q county by using literature analysis,questionnaire survey and interview methods.Through the analysis and summary of the implementation of the system,it is found that there are some problems in the process of the implementation of the system,such as the limited role of incentives,the fairness is questioned,the position of the ranks is unclear,and the financial pressure is increased.This thesis analyzes the reasons from four aspects: system design,implementing institutions,implementing objects and policy environment,and puts forward suggestions for improvement,hoping to play a certain reference role in improving the parallel system implementation of civil servants’ positions and ranks and stimulating the entrepreneurial vitality of civil servants.
