As the core subject of social governance in my country,grass-roots civil servants have always paid attention to the incentives of grass-roots civil servants.In recent years,especially after the implementation of the "Regulations on the Parallelism of Positions and Ranks of Civil Servants" in 2019,the research on this system has become a hot spot in the academic circle,but in general,there is still insufficient discussion on the difficulties faced by the system in the practical application of the grass-roots level.in depth.As one of the main urban areas of W City in southern Zhejiang Province,Area A has also carried out a moderate exploration of the parallel system of positions and ranks,which provides an opportunity to study the incentive effect of the parallel system of positions and ranks of civil servants.Due to the fact that the system has not been practiced for a long time,the policy itself has limitations,and the supporting system has not been perfected,according to grassroots reports,the new "Regulations" also breed new incentive failure problems.Therefore,this paper is rooted in theory as the research method,and takes the incentive failure mechanism of the parallel system of positions and ranks in the grassroots civil servants as the research object.There are 7 main categories and 16sub-categories such as ranking according to seniority and imperfect mechanism.Then six core categories are obtained,namely,the performance of incentive failure,the number of rigid ranks,the vagueness of the system text,the deviation of the implementation of the new system,the inertia of the implementation of the old system,and the imperfect mechanism.Among them,the status quo of incentive failure is the attenuation of work motivation and sense of gain caused by rank promotion block.The root cause of incentive failure is the contradiction between the rigidity of ranks and the demand for rank promotion.The precondition of incentive failure is the system formed by vague policy expressions.In the gap,the path of incentive failure is the deviation and deviation in the implementation strategy of the new system.The key node of incentive failure is the negative effects of the old system’s administrative cultural inertia,such as position dominance and seniority ranking.The moderating factor of incentive failure is that the supporting norms such as civil servant performance appraisal,position classification management,and rank promotion supervision are not perfect.Based on the above problems,this paper puts forward countermeasures and suggestions to further improve the parallel system of civil servants’ positions and ranks.Including the establishment of a clear and clear rank promotion system,optimizing the internal environment for policy implementation,and improving the supporting links for system implementation.
