The implementation of the parallel system of positions and ranks of civil servants is an important practice of deepening the reform of the personnel system for cadres,and is a major measure to further promote the reform of the classification of civil servants,optimize the management system of civil servants,and improve the civil servants troops building.Since the full implementation of the parallel system of positions and ranks,the Y County Tax Bureau has achieved some good results.We have further smoothed the career development channels for grass-roots tax cadres,increased the space for promotion,raised salaries and benefits,and optimized the structure of the cadre team.However,it also faces certain problems,and the effectiveness of the system still needs to be further improved.In this paper,we analyze the implementation of the parallel system of civil servants’ positions and ranks in the Y County Tax Bureau through questionnaire surveys and field interviews.Taking the two-factor theory and fairness theory as the theoretical basis,drawing on the perspective of the Hohen-Mitte model of the policy implementation model,the problems existing in the implementation of the parallel system of positions and ranks of the Y County Tax Bureau are analyzed from six aspects: The clarity of system objectives and standards,the degree of overall utilization of resource allocation,the applicability of enforcement methods,the degree of exertion of the characteristics of the enforcement agency,the dimension of the implementation environment guarantee,and the preference and control of the executive personnel,and the reasons for the problems are analyzed.Optimization suggestions are mainly put forward from six aspects,such as optimizing the design of the basic system,improving the construction of supporting systems,strengthening the attention and management of the implementation objects,standardizing the implementation process of the system,creating a good implementation environment,and improving the comprehensive literacy of the implementation personnel.It provides a reference for countermeasures for the parallel system of positions and ranks to fully release the reform effect among civil servants,especially grass-roots tax civil servants.
