The Green Revolution in Indonesia, which began in 1966,is an important part of the agricultural development policy initiated and implemented by the government of Indonesia. It is also one of the important measures taken by the Suharto government to achieve food self-sufficiency and maintain national food security. In 1966,Indonesia introduced high-yielding varieties(HYV)from the International Rice Research Institute of the Philippines, marking the beginning of Indonesia Green Revolution. The Green Revolution in Indonesia is manifested in a series of rice planting expansion plans implemented by the government. The specific measures are mainly to increase investment in modern technology in the process of rice planting, including high-yield varieties, chemical fertilizers and pesticides,as well as a series of supporting measures, including building rural infrastructure, stabilizing rice prices and developing agricultural research and development system. In 1967,Indonesia established the Badan Urusan Logistik and the Indonesian Agency for Agricultural Research and Development in 1974,initially forming a “Trinity” food security system including domestic production, food reserve regulation and scientific research. The Green Revolution in Indonesia has achieved remarkable results.Agricultural output and food supply have gradually increased, and the pace of agricultural modernization has accelerated. In 1985,it basically achieved food self-sufficiency and temporarily achieved national food security. But by the late 1980 s,Indonesia’s “agricultural miracle” was in trouble, and the government replaced Green Revolution technologies with Integrated Pest Management. The government of Indonesia implementation of the Green Revolution is mainly to maintain its food security, stabilize the regime, reduce poverty and improve people’s living standards. The most obvious effect of the Green Revolution is the significant increase in rice production in Indonesia, but food security includes many contents, including food production, circulation, storage and transportation, supply, foreign trade and subsidies for low-income consumer groups.During the implementation of the Green Revolution, the Suharto government focused on increasing rice production and paid insufficient attention to other links except food production, which led to the failure of Indonesia to establish an all-round food security system.Today, agriculture and food are still the key issues on the global policy agenda.Food security is still an important basis for achieving national security and political stability. The establishment of an all-round food security system is particularly important for third world countries, which is also a problem worthy of discussion.
