While In 2021,the No.1 Central Document further proposed to "promote the integrated construction of urban and rural public cultural service system,and innovatively implement cultural projects to benefit the people".In 2020,the No.1document of the Central Committee proposed to "improve public cultural services in rural areas and promote the extension of basic public cultural services to rural areas".In2020,the Fifth Plenary Session of the 19 th CPC Central Committee proposed to "improve the level of public cultural services and improve the modern cultural industry system".In 2018,the Opinions of the CPC Central Committee and The State Council on Implementing the Rural Revitalization Strategy were issued,which set out specific requirements for "strengthening rural public cultural construction".In 2017,the report to the 19 th CPC National Congress explicitly proposed "promoting the development of cultural undertakings and cultural industries".In recent years,China has made great achievements in improving public cultural services in rural areas.Basic public cultural services have been further extended to rural areas,and the coverage of rural cultural projects for the benefit of the people has continued to expand.However,shortcomings in public services such as lack of service functions,low investment level,low service efficiency,and imbalance between supply and demand still exist.In order to solve the above problems and ensure the efficient and orderly development of improving rural public cultural services,it is necessary to pay more attention to the actual needs of farmers in the process of rural cultural development,so as to further analyze the matching relationship between supply and demand,so as to achieve the goal of improving the construction level of rural public cultural services.In this thesis,the residents of some villages and communities in Togtoh County are selected as the research objects.Based on the relevant concepts and theoretical basis,the present situation of rural public cultural services in Togtoh County is investigated on the spot,and the existing problems are analyzed comprehensively,so as to summarize the needs of the majority of farmers in Togtoh County for rural public cultural services.And put forward the measures and suggestions to improve the rural public cultural services in Togtoh County.The study concluded that:1.The level of rural public cultural services in Togtoh County has been steadily improved,but problems such as insufficient service investment,low efficiency and unbalanced structure still exist.2.Farmers in Togtoh County have a high demand for rural public cultural services,but the supply of cultural services is not enough at present.3.Whether people are satisfied with rural public cultural services is influenced by subjective and objective reasons,such as age,culture,income,service level and service efficiency.4.In view of the existing Togtoh county rural areas provide some of the problems of public cultural services,improve the direction and measures are put forward,mainly including increase investment in rural areas of public cultural services,strengthening the farmers’ demand oriented way of participatory public cultural services,improve the supply of rural public culture service mechanism,etc.
