Current Situation And Countermeasures Of Rural Public Cultural Service In Cele County Of Xinjiang

With the rapid development of Xinjiang’s economy and society,people’s demand for spiritual culture is also increasing.However,due to the influence of the dual structure of urban and rural areas,the rural areas can not meet the current people’s cultural needs,especially people’s urgent need for public cultural products.The major contradiction in society at the 19th National Congress has been transformed into a contradiction between the people’s ever-growing needs for a better life and unbalanced and inadequate development,at the Xinjiang Symposium,President Xi Jinping also pointed out that the cultural project should be carried out in the light of the actual development situation,showing that the spiritual and cultural needs of the people are as important as the material needs,this not only requires a higher pursuit of material and cultural life,but also the need for spiritual culture has a higher standard.Promoting the construction of spiritual culture can not only improve the development of the country in an all-round way,but also promote the people’s sense of national identity and cultural identity.Taking Cele County,Xinjiang as the research object,this paper comprehensively USES questionnaire survey method,literature research method and field investigation method to conduct the research.Starting from the current situation of public cultural service in Cele County,this paper understands and summarizes the effect of the current rural public cultural system construction.Secondly,through zeller county rural current situation of the construction of public cultural services discovered the existing rural public cultural service team construction is weak,the rural public cultural facilities operating rate is low,the rural public cultural service supply mode of single,government supply the lack of scientific management,the government supply and demand has such problems as differences between villagers,and analyzed the reasons of these problems.Finally,from the perspective of the new public service theory,this paper puts forward some Suggestions on the construction mechanism of rural public cultural talent team,independent operation and economic mechanism of rural public cultural service,construction of multiple supply structure,improvement of cultural supply mechanism and innovation of public cultural construction system.Zeller county,the purpose of this paper is to analysis the problems existing in the public cultural service development process,will be the disadvantages of the rural public cultural service development in southern xinjiang to clear digital,to promote the development of the rural public cultural service planning more scientific and professional,improve zeller county public cultural service development potential,provide residents with more appropriate public cultural services.
