Research On The Improvement Of Rural Public Cultural Services In Ningyang County Based On The Needs Of Farmers

After the vigorous development of the Twelfth Five-Year Plan and the Thirteenth Five-Year Plan,China’s rural public cultural services have made great progress,but there are still many problems,such as inadequate public cultural service functions,insufficient investment in public cultural services,low efficiency of public cultural services,and mismatched and unbalanced supply and demand of public cultural services.To properly solve these problems and provide more effective public cultural services,we must consider the actual needs of farmers in the whole process of rural cultural construction,continuously improve and upgrade rural public cultural services,and then accelerate the development of rural culture.In this study,the sample rural farmers in Ningyang County were selected as the research objects.Through field questionnaire survey,the current situation of rural public cultural services in Ningyang County was understood and the problems were analyzed.Based on the demand of farmers for rural public cultural services in Ningyang County,the improvement scheme of rural public cultural services in Ningyang County was put forward.Through research,the following conclusions are drawn:(1)The level of rural public cultural services in Ningyang County is constantly improving,but there are still many problems.In recent years,the financial input of rural public cultural services in Ningyang County has been increasing,and the project of "culture-driven" by civilized units has been explored and implemented,and a demonstration village has been built.The effect is obvious,the cultural quality of farmers has been improved,and the pace of public cultural service system construction has been accelerated.However,there are still some problems,such as insufficient total investment in public cultural services,low service efficiency,imbalance between supply and demand structure and so on.(2)Farmers in Ningyang County have a high demand for public culture,but the current matching degree of cultural services is not high enough.Taking sample township farmers in Ningyang County as the research object,through field questionnaire survey,it is found that farmers in Ningyang County have high demand for public cultural services,but in practice,the utilization efficiency of public cultural facilities is relatively low,farmers’ participation in public cultural activities is not enough,and farmers’ satisfaction in public cultural services is relatively low.Only by properly solving these problems can we effectively improve the rural public cultural service level in Ningyang County.(3)There are many factors affecting farmers’ evaluation of rural public cultural services in Ningyang County,including farmers’ own subjective reasons,such as age,education level,income level,participation enthusiasm,etc.There are also objective and realistic reasons,such as government investment,service efficiency,service level and publicity degree.(4)At present,there are many problems in rural public cultural services in Ningyang County,such as unbalanced structure,low efficiency,serious insufficiency,insufficiency and inaccuracy,etc.The main reasons are: the government investment can not meet the actual needs,the main donors show a single trend,the farmers’ demand expression is not smooth,and the service evaluation mechanism is not perfect.(5)In view of a series of problems in rural public cultural services in Ningyang County,this paper puts forward corresponding improvement measures.It mainly includes further increasing investment,encouraging diversification of main suppliers,building a participation mode of service provision oriented to farmers’ needs,improving the supply mechanism of basic public services in rural areas,and improving the evaluation and supervision accountability mechanism.
