Research On The Financial Guarantee For The Supply Of Rural Public Cultural Services In Haiyang County

The prosperity of culture means the prosperity of the country,while the prosperity of the countryside means the prosperity of the country.Improving the supply level of rural public cultural services is an important part of cultural revitalization,and it is the soul of the implementation of Rural Revitalization Strategy.In order to meet the growing cultural demand of the people and speed up the process of building a moderately prosperous society in an all-round way,China has continuously issued relevant policies,invested money and made great efforts to move the public cultural service system towards the goal of modernization,in which special attention has been paid to the construction of rural public cultural service supply and gratifying results have been achieved.However,under the constraints of the unbalanced environment of regional and urban-rural economic development and the dual system of urban and rural areas,the rural public cultural service system is still a weak area in China’s public cultural service system.In the service of public goods,finance plays the role of provider and plays a decisive role in the establishment of public cultural service system.The relevant system and arrangement of finance closely affect whether the government can provide public cultural services in full.Through the investigation,this paper finds that Haiyang City regards enriching the supply of rural public cultural services as an important project for people’s livelihood.Every year,it invests special funds to deeply implement a batch of benefits for the people and the masses.The supply level of rural public cultural services in Haiyang City has been greatly improved,but the current situation of insufficient supply of rural public cultural services in Haiyang City has not fundamentally changed.At the same time,there are some problems in the financial security of the supply of rural public cultural services in Haiyang,such as the financial input can not meet the needs of construction,can not balance the distribution of resources,can not manage and use funds efficiently,and there is no means of financial performance evaluation.This paper analyzes the causes of the problems,which are mainly manifested in the mismatching of the financial rights and powers of the Intergovernmental rural public cultural services,the lack of afterpower in providing services,the single main body of financial input,and too much dependence onthe financial funds of the higher level,the mismatching of some financial support projects with the needs of farmers,and the influence of traditional financial concepts on financial evaluation.By learning from the advanced experience and practice of Japan,the United States,France and other countries,Zhejiang Province,Jiangsu Province and other domestic advanced regions in the supply of rural public cultural services,and combining with the actual situation of Haiyang City,Finally,the paper puts forward five suggestions:reasonably dividing the administrative power of rural public cultural services among governments,establishing a steady growth investment mechanism of rural public cultural services,innovating the financial investment mode of rural public culture,coordinating the allocation of resources for the construction of public cultural services in urban and rural areas,and establishing a financial guarantee and evaluation mechanism of rural public cultural services.
