Buddhism was introduced to the Korean Peninsula through China and flourished during the Goryeo period.Buddhism pervades many aspects of the daily lives of the Goryeo people, all of which are inseparable from the Buddhist policies formulated in the early days of Goryeo. The formulation of the Goryeo Buddhist policy was the result of a combination of various factors, both the legacy of the Buddhist policy from the unified Silla period and the practical problems faced in the post-Three Kingdoms period, and finally the main content of the Goryeo Buddhist policy was determined during the reign of Goryeo Taejo. The Buddhist policy of the early Goryeo period had a profound impact on the historical development of Goryeo. Therefore,on the basis of previous research, this paper studies the Buddhist policy and the reasons for its formulation in the early Goryeo period, hoping to reveal many factors that influenced the formulation of Buddhist policy in the early Goryeo period and the profound impact on future generations.Buddhism developed during the period from the first introduction of the Korean Peninsula to the founding of Goryeo. In particular,Buddhism and Silla used each other to reunify the Korean Peninsula, and Buddhism became indigenous to the Korean Peninsula, taking root in the Korean Peninsula. At the beginning of the founding of the Goryeo Dynasty, the political situation was unstable.King taejo of Goryeo chose to unify the Korean Peninsula with all his might.Buddhism is also an important force. There are two main factors driving King taejo of Goryeo to formulate his Buddhist policy.First of all, judging from his personal religious sentiments,King taejo of Goryeo feels close to Buddhism because of his life experiences.Second, look at social reality. Many conditions constrain Wang’s religious choices.Buddhism flourished at the end of the Silla Dynasty, and Buddhist doctrines were widely spread among all classes, with the admiration of kings throughout the Silla dynasty.Buddhism has become an integral part of Silla life.Buddhism dominates the religious sphere.Confucianism and Taoism are difficult to play an equal role in religion, and there is no substitute for Buddhism in the field of religion. The Tang Dynasty’s campaign to exterminate Buddhism accelerated the return of Silla monks and promoted the development of Buddhism. With the support of various forces,Zen Buddhism developed to form the Nine Mountains of Zen Buddhism, and realized a separation from the Pope. The early Goryeo Buddhist policy can be divided into two stages, influenced by many factors. The first phase was during Wang’s reign, which led to active Buddhist support and the reunification of the Korean Peninsula. The second stage,Wang Jian’s Ten Commandments for future generations, clearly states that later generations should adopt a strategy of supporting and restricting Buddhism in parallel. The influence of Buddhist policy in the early Goryeo period was profound. From a positive perspective,Buddhism was directly involved in the formation of Goryeo culture under the influence of the policy, which shows the characteristics of Buddhism.Buddhism objectively acts as a protection against foreign enemies.Buddhism, which viewed Goryeo negatively, was a shock of the temple economy to the secular economy,Buddhist forces influenced the stability of the regime, and the overall consciousness of society was depressed. From the perspective of development, the Buddhist culture and material carrier of the Goryeo Dynasty became the common spiritual wealth of the Korean people.
