Research On The Measurement Of The Development Level Of Digital Culture Industry In Shaanxi Province And The Improvement Path

China is entering a new development era,culture and technology are deeply integrated,and vigorously promoting the development of digital cultural industry is an inevitable requirement for the modernization of cultural industry,an important push to build digital China,and an important initiative to realize a strong cultural country.In 2017,the Ministry of Culture promulgated the "Guidance on Promoting the Innovative Development of Digital Cultural Industry",which emphasizes "promoting the development of digital cultural industry " However,in the actual development process,the digital culture industry in Shaanxi Province has problems such as lack of macro guidance and weak foundation,which to a certain extent hinder its development level.Therefore,it is of great importance to accurately analyze the actual situation of the development of digital culture industry in Shaanxi Province and make a scientific and effective measurement of its development level.Based on this,based on industrial integration theory,comprehensive evaluation theory and comparative advantage theory,firstly,the relevant concepts of digital culture industry are defined.Secondly,the current situation and problems of the development of digital culture industry in Shaanxi Province are analyzed.Again,the digital culture industry development level measurement and evaluation index system is constructed from the three first-level indicators of industrial innovation,industrial coordination and industrial sharing,and the entropy-gray correlation method is applied to measure the overall and each first-level indicator development level of digital culture industry in Shaanxi Province from 2015 to 2020,and the main obstacle factors affecting its development are further analyzed using the obstacle degree diagnosis model.Finally,the path to enhance the development level of digital culture industry in Shaanxi Province is proposed.The results show that: First,from the overall development trend,the development level of digital culture industry in Shaanxi Province fluctuates slightly and shows an overall upward trend,and the development level is raised from "Ⅱ poor" to "Ⅴ highest".Secondly,from the development trend of first-level indicators,the development level of three first-level indicators,namely,industrial innovation,industrial coordination and industrial sharing,is good overall,with fluctuations in the middle;the barrier degree of industrial innovation and industrial sharing is decreasing overall,and the barrier degree of industrial coordination is increasing overall.Specifically,the development level of industrial innovation grows more steadily;the development level of industrial coordination increases the fastest,but the barrier degree is still high;and the development effect of industrial sharing is the most prominent.Third,in terms of indicator trends,the main barrier factors for the development of digital culture industry in Shaanxi Province are: the number of professional and technical talents in cultural research institutions,the number of employees in the Internet industry,the number of patents obtained by cultural technology enterprises above the scale,the number of operating digital culture products,the ratio of cultural service fees to financial expenditures,the number of computer stations in cultural stations,and the floor space of public libraries per 10,000 people.Fourth,based on the analysis results,the paths to enhance the development level of digital culture industry in Shaanxi Province are proposed at three levels: industrial innovation,industrial coordination,and industrial sharing.
