Research On The Influencing Factors And Economic Effects Of The Development Of China's Digital Cultural Industr

According to the national 14 th Five-Year Plan(2021-2025),the period of the 14 th Five-Year Plan will be an important stage for cultural industries as a mainstay of the national economy to move towards high-quality development and for the digital cultural industry to take off,which thus presses for the smooth circulation of all aspects of cultural creation,production,dissemination and consumption.As digital technologies,such as big data,cloud computing and blockchain,are widely used in the cultural field,they will have a profound impact on the cultural industries.The development of traditional cultural sector will be dampened and its drawbacks will gradually emerge.The digital cultural industry is catching up with the traditional cultural industry,which has turned out to be a growth point for both economic and social benefits.Moreover,the cultural development plan for the 14 th Five-Year Plan,jointly released by the general offices of the CPC Central Committee and the State Council in 2022,also noted that strengthened efforts should be made to promote new cultural industries,such as digital publishing,digital film and television,digital broadcast,digital art,digital printing,digital creativity,digital animation,digital entertainment and high-tech video,etc.to improve the modern cultural industries.Therefore,the digital cultural industry has become a hotspot for the current research.However,according to the existing literature,the qualitative research on the digital cultural industry is not deep enough;the quantitative research on it is not systematic enough;the development level of the digital cultural industry is not measured scientifically;there is no in-depth discussion on relevant theoretical mechanisms;and the main constraints on the development of the digital cultural industry and its economic effects are rarely covered.Based on the research approach of "problem formulation-problem analysis-problem solving",this paper firstly puts forth the theme of the influencing factors and economic effects on the development of China’s digital cultural industry on the basis of the actual needs of the development of the digital culture industry in the country and a review of relevant literature at home and abroad;secondly,the paper analyzes the current situation of the digital cultural industry in the country,identifies the problems that exist and measures its development level in order to better understand the basic situation of the domestic digital culture industry;thirdly,the paper presents a theoretical analysis of the influence factors,economic effects,and mechanisms of action of the development of the digital cultural industry respectively.Meanwhile,relevant data is used to construct an econometric model to empirically test the theoretical analysis and find out what factors influence the development of the digital cultural industry,what economic effects will result from the development of the digital cultural industry,and what the possible mechanisms of action are;lastly,this paper obtains experience reference and inspiration by bringing together the development models and experiences of the digital cultural industry at home and abroad.On this basis,it summarizes the research findings and puts forward countermeasures suggestions.The main research findings of this paper include:(1)In recent years,with the introduction of relevant national policies,the objectives,ideas and main tasks of the development of digital culture industry have been clarified.The digital cultural industry in the country has also entered a stage of rapid development.Industries,such as digital publishing,short video,and electronic games,are developing apace.However,there are still problems in the development of the domestic digital cultural industry,which include the incomplete social understanding of the digital cultural industry,structural deficiencies in the creation of content,relatively backward digital technology,relatively lagging business model,lack of quality cultural content,and incomplete legal system.These problems have to be solved.(2)This paper divides the digital cultural industry into digital film and television,digital animation,digital publishing,digital music,mobile applications,network services,content software and the like,constructs an evaluation index system and conducts a comprehensive evaluation through the entropy method.Research shows that the development index of China’s digital cultural industry is increasing year by year,which indicates that the development level of digital cultural industry is getting higher.The current development of digital cultural industry shows a regional differentiated development pattern.The eastern region is in the leading position while some central and western provinces have shown a good momentum of development.What’s more,the development of digital cultural industry in the central and western regions is faster compared with the eastern region.There are regional differences and potential convergence characteristics in the development of digital cultural industry.The development of digital cultural industry has a significant spatial positive correlation,indicating that the development of digital cultural industry in various regions of China shows significant spatial clustering characteristics.According to theσ convergence analysis and absolute β convergence analysis of the development of digital cultural industry,as time goes by,the coefficient of variation of the comprehensive index of digital cultural industry in the country tends to decrease significantly,with significant σ convergence,i.e.the difference in the level of development of digital cultural industry in different regions of China is decreasing over time;the β coefficient is negative for the country as a whole and the central and western regions.There is absoluteβconvergence under the influence of geographical and economic distance.(3)The paper identifies the factors affecting the digital cultural industry in static and dynamic dimensions and uses panel data to study the influence of each factor on the development of the digital cultural industry.Meanwhile,the paper also analyzes whether there is a non-linear influence of various factors on the development of digital cultural industry by virtue of the panel threshold model and makes further efforts in using spatial econometric model to study whether the development of the digital cultural industry is affected by regions that are geographically close to each other or have a similar economic development level.The findings show that the support from digital technology and local government finance and the local financial development can significantly promote the digital cultural industry while local cultural resource endowment,cultural market demand and the corresponding human capital level do not have a significant impact on the digital cultural industry.There is no threshold effect of digital technology support on the digital cultural industry.Local government financial support has a threshold,which passes the test at the 1%significance level.There is staged effect of local government financial support on the development of the digital cultural industry.There are two thresholds for the financial development level,but the difference in impact between different stages is relatively small.According to the analysis based on the spatial econometric model,the support from digital technology and local government finance and the financial development remain significantly positive at the 1% significance level.The spatial error coefficient is also significantly positive.These indicate that there exists spatial correlation for unobservable random shocks.Digital technology support has the biggest impact on the digital cultural industry in the eastern region while local government financial support and the development level of local finance have the biggest impact on the digital cultural industry in the western region.The threshold regression heterogeneity analysis shows that there is a double threshold effect for the impact of digital technology support in the eastern region.In the central region,there is a single threshold effect for the impact of digital technology support.Only the impact of digital technology support has a significant single threshold effect in the western region,(4)This paper theoretically analyzes the economic effect of the digital cultural industry and its mechanism of action.On this basis,empirical tests are carried out respectively.By establishing the basic econometric model,the paper studies whether the development of the digital cultural industry will have an impact on the economic development;taking geographical and economic distances as a spatial matrix,it conducts a spatial econometric analysis to study whether economic development will be influenced by regions with similar geographical or economic distance;by adopting the threshold model,it tests whether there are non-linear characteristics of the impact of the digital cultural industry development on economic growth while making a heterogeneity analysis.Research shows that the development of the digital cultural industry greatly promotes economic development,a finding which still holds after a series of robustness tests,although there is also variability in the test results.Taking regional innovation and cultural product consumption as mediating variables,by virtue of the mediating effect model,this paper finds that the development of the digital cultural industry contributes to the improvement of the economic development level not only in a direct way,but also by enhancing the level of both regional innovation and cultural product consumption.The analysis based on the spatial econometric model shows that the coefficient of digital cultural industry development is significantly positive,which means that the development of digital cultural industry can greatly promote economic development.The economic development level is influenced by the economic development of neighboring provinces,which indicates that the development of digital cultural industry in neighboring provinces has a negative impact on the regional economic development level.According to the heterogeneity analysis,the development of the digital cultural industry has the greatest impact on the economic development level in the central region and the least impact on that in the eastern region.There is a correlation between the level of regional innovation and cultural product consumption and the impact of the development of digital cultural industry.The threshold model-based analysis finds that only when regional innovation and cultural product consumption both reach a certain level will the development of the digital cultural industry produce a positive impact on economic development.(5)Based on the findings of theoretical and empirical studies,after fully considering the development model of digital cultural industry respectively in the USA,UK,Japan,and ROK,as well as that in China,this paper summarizes the experience and draws the following insights: policies should be put in place to promote the development of digital cultural industry;new technologies should be used to facilitate the integration of the digital cultural industry chain;national cultural should be brought into the digital cultural industry to the full extent;actions should be taken to cultivate globally competitive digital content enterprises;and regional cooperation should be deepened to gather global competitive advantages.In view of this,the paper puts forward the following policy recommendations:rely on traditional excellent cultural resources to dynamically build the advantages of digital cultural industry;increase investment in R&D and improve the talent environment to ensure the source of power for the development of the digital cultural industry;break down data silos and give full scope to the role of digital catalyst to promote the upgrading and transformation of the digital cultural industry;strengthen the coordinated development of upstream and downstream industries and regions to create a highland for the development of the digital cultural industry;consolidate the construction of digital infrastructure and formulate differentiated measures to safeguard the development of financial,financial and other digital cultural industries;improve the level of regional innovation and production consumption to amplify the economic development effect of the digital cultural industry;improve the regulatory system of the digital cultural industry and cultivate a number of market players with international influence.
