Reserach On The Evaluation Of Public Cultural Service Efficiency In Xiapu County

The report of the 20th National Congress of the Communist Party of China put forward: "Chinese modernization is the modernization of the coordination of material civilization and spiritual civilization",which highlights the importance of strengthening the material foundation of modernization and strengthening the construction of public cultural services.As a silent cultural undertaking,the improvement of the efficiency of the grassroots public cultural services is a key link in improving the modern public cultural services system.Rural library is a major public cultural service project implemented to adapt to the construction of new socialist countryside and is a popular project benefiting the broad masses of farmers and promoting the construction of rural culture.Making public cultural services at the grassroots level more efficient,more intimate,and more heart-warming is the proposition of The Times to constantly meet people’s yearning for a better life,which makes the traditional extensive service mode no longer adapt to the development needs of rural libraries.In this context,this paper analyzes and discusses the existing literature results,and interprets the new public service theory,collaborative governance theory,and public sector performance evaluation theory,so as to provide a certain theoretical basis for the writing of this paper.Combined with literature comprehensive analysis and related policy document interpretation,it provides a reference for index system construction.Based on the principles of scientificity,measurability,and directivity,through layer upon layer screening,verification and entropy weight method,the evaluation index system of rural library public cultural service effectiveness is finally constructed.The index system includes three primary indexes: service content,service process,and service effect.Then,this paper takes Xiapu County as an example,through field research,questionnaire survey,and other research methods,using first-hand survey data for descriptive statistical analysis.Then through the fuzzy analytic hierarchy process empirical evaluation,it is concluded that Xiapu County rural library public cultural efficacy comprehensive level is medium,belongs to E3 level.There are some problems in the construction of rural libraries in Xiapu County,such as insufficient supply of public cultural services,rigid process of public cultural services and poor effect of public cultural services.The book resources of rural libraries fail to meet the needs of villagers in time and the ability to hold cultural activities is relatively weak.The lack of relevant incentive policies leads to low participation of other subjects.The government-led management system makes supply and demand unable to match,and the satisfaction of the masses is low.Based on the understanding of the above status quo and empirical analysis,the paper puts forward interactive strategies to strengthen the content of public cultural services,build the government guidance of multiple collaborative mechanisms,establish the public cultural demand collection and feedback mechanism and other promotion strategies,so as to effectively improve the public cultural service efficiency of "rural library" in Xiapu County.
