Today,with the great development and prosperity of socialist culture,the construction of rural culture is very important.The development of rural public cultural service system plays an important role in improving the cultural quality of all the people.Different from the rapid development of urban culture,the development of rural public cultural services is still lagging behind.Only by investing a lot of manpower,material resources and financial resources into the rural public culture,improving the supply and demand mechanism of rural public culture and pursuing cultural equality can make the rural public cultural service system be gradually developed.As an important part of the rural public cultural service system,the performance evaluation of public cultural services in rural areas,help establish the mechanism of supply and demand,urge the the government functions converse to a certain extent,the public cultural service system in rural areas has a good trend of development.The lack of performance evaluation of rural public cultural service in China has led to the development of rural public culture stagnate,and intensified the expansion of knowledge gap.Therefore,the research on the performance evaluation of rural public cultural service has become the most important thing in the construction of rural public culture.The background and significance of this paper from the rural public culture service performance evaluation of view,research status at home and abroad,the connotation and characteristics of rural public cultural service performance evaluation analysis,principle and value for the rural public culture service performance evaluation,and the new public service and government performance evaluation theory as the background,the integrated use of literature review,questionnaire survey and qualitative analysis methods to design the initial index of performance evaluation of public cultural services in rural areas,further evaluation index system of the rural public culture service performance analysis to construct a reasonable degree of membership,and the index weight design using AHP and expert scoring method.In addition,the empirical analysis of the application of the index system based on the status quo of China’s rural public cultural service system review,finally discuss the suggestions of improving the performance of rural public cultural service evaluation,assessment of the main body from participation analysis to building to process optimization evaluation model evaluation,then smooth on related security performance evaluation analysis.Among them,this paper introduces the model of public satisfaction evaluation,and puts forward some reasonable suggestions for the performance evaluation model selection of rural public cultural service.The successful implementation of the performance evaluation of rural public cultural services has a good grasp of the knowledge and operation involved in the performance evaluation.The method to conduct scientific and reasonable performance evaluation is related to the effect of performance evaluation.The whole process of performance evaluation should show democratic and fair values,pay attention to the opinions of farmers,and prevent the phenomenon of "breaking political achievements".
