Preliminary Exploration And Empirical Analysis Of Public Cultural Service Effectiveness Evaluation System

With the improvement of the level of economic and social development,the contradictions of public cultural services now have changed from external shortcomings,(e.g.," shortage" and "less quantity")to inner insufficiency(e.g.,"narrow","bad quality").The 19th National Congress of the Communist Party of China pointed out that public cultural services should be a project for the people.It is an inevitable choice for a service-oriented government to improve service efficiency and enhance people’s sense of gain.At present,although the effectiveness of public cultural services has achieved certain results in terms of financial input,fixed asset investment and policy support,there are still many shortcomings that need to be improved,such as incomprehensive of the equalization of public cultural services,the faultiness of service guarantee mechanism,and the low satisfaction of people demand.Constructing a public cultural service effectiveness evaluation system could analyze the operation status of the public cultural service system,judge the use efficiency of public cultural services and project public financial investment with science,which can ensure the operation of the cultural service system.In addition,a public cultural service effectiveness evaluation system also could adjust the supply side from the perspective of the needs of the people by using the "bottom-up" feedback mechanism.This is not only a change in the government function but also a change in the concept of governance.This will further improve the path,specific strategies,and effectiveness of public cultural services.As a preliminary study,this paper takes the social governance theory as a guide and conducts a preliminary discussion on the topic of "Establishment of Public Cultural Service Effectiveness Evaluation System".The basic structure of the full paper is as follows:Explain the background of the topic selection,and provides a literature review of public cultural services,public cultural service efficiency connotation,and effectiveness evaluation system as the basis of post-index selection and system construction.Discusses the influencing factors of public cultural service efficiency from the perspectives of public cultural service supply subject,supply structure and demand side.Select several indexes from principle,evaluation,and weight determination and establish the public cultural service effectiveness evaluation system.Analyze the effectiveness of public cultural services in Xiamen.This part includes the horizontal and vertical comparative analysis of the data,the indication of the existing difficulties and shortcomings,and suggestions for existing problems.
