Study On China’s Public Cultural Service Performance Evaluation Index System

With the continuous development of people’s cultural needs, public cultural services have become the basic measures to meet the cultural needs of the public. Since the concept of public cultural services proposed, our government issued corresponding policy and documents on the construction and development of public cultural service system, but also proposed to carry out performance evaluation of public cultural service requirements the current, performance evaluation of public cultural services is still in its infancy stage, did not form a complete performance evaluation system. There is not a clear requirement on the main performance evaluation policy, evaluation of the main body, assessment indicators, the implementation process, statistical data collection, and assessment and feedback. We can use different evaluation methods and assessment indicators on different assessment purposes. We need to invest effort to perfect the performance evaluation of public cultural services, and establish a performance evaluation system of public cultural services.This paper attempts to study our country’s public cultural service performance evaluation from the perspective of input and output.The purpose is to analyze the relationship between the input and output of multiple services at the same level of public cultural institutions, to determine their input output relationship is reasonable or not, and then adjust their programs and strategies, and select the data envelopment analysis (DEA) method as the primary method of this performance evaluation.This paper is divided into six chapters. The main contents are:Chapterl, Introduction. Analysis the research background and significance of this paper, based on the use CiteSpace tool and literature research method for the research, reveals the its current problems and gap of performance evaluation of public cultural services in china and foreign country.Chapter2, Describes the common culture and defines the basic concepts of public cultural services, performance evaluation and classification, and describes the management of public cultural services. Meanwhile, a clear basic principle and basic methods of performance evaluation, and this article discusses the main reason to use of DE A method.Chapter3, Compare the performance evaluation of public cultural services between UK, U.S., Singapore and Shanghai, Beijing, Zhejiang. The result can be as a practical basis to improve our performance evaluation.Chapter4, From the assessment of motivation, assessment body, evaluate the operation, evaluation indicators to take a view of building elements and index system of public cultural service performance evaluation, and public digital libraries, for example, to build the index system of performance evaluation.Chapter5, Firstly, Conclusion the status quo of performance evaluation of public cultural services in Jiangsu Province. Secondly, using DEA method to empirical analysis 13 municipal public digital library of Jiangsu Province, the results can be adjustment program of input and outputs data.Chapter6, Put forward the development proposals for our performance evaluation of public cultural services, and summarizes the research and innovation of this paper and shortcomings.Establish the index system is one of the focus of future development of public cultural services, but also the importance of public protection to meet the cultural needs of the public.
