Since the end of 2019,the COVID-19 is still showing a severe situation,affecting the normal production,life and social and economic development of urban and rural residents for a long time.Under the background of normalization of epidemic prevention,whether community medical facilities can have both medical and public health functions and public health functions is an important measure to curb the spread of the epidemic.Previous studies have mostly discussed the balanced layout of community medical facilities in combination with the planning of public service facilities,but less attention has been paid to the evaluation of the supply capacity of community medical facilities during the period of normalization of epidemic prevention and how to meet the diverse medical needs of residents.Based on this,this study focuses on the background of normalization of epidemic prevention,and explores the evaluation method and optimization strategy of the supply and demand relationship of community medical facilities.Firstly,based on relevant domestic and foreign theoretical and applied research,this paper clarifies the research framework of the supply and demand relationship of community medical facilities under the background of normalization of epidemic prevention.Secondly,relying on ArcGIS 10.6 and other platforms,the evaluation and analysis of the supply and demand relationship of community medical facilities was carried out.At the macro-city level,the multi-index weighted results are used to characterize the supply level,the proportion of confirmed cases of epidemics is introduced into the hospital bed demand model to measure the level of demand for medical treatment during the period of normalization of epidemic prevention,and then the spatial correlation and supply-demand ratio indicators are used to measure the degree of spatial equilibrium between supply and demand and the corresponding relationship between scales.At the micro-community level,indepth research is conducted on three types of communities:supply-saturated,supply-demand matching,and supply-deficient.The objective actual service and subjective perception are used respectively to represent the facility supply level and individual medical needs.Satisfaction represents the degree of mutual correspondence between the supply and demand of community medical facilities.Using the constructed evaluation method framework,the central urban district of Changsha was selected as a research example for method application and practical exploration,and the relationship of supply and demand of medical facilities in each community were evaluated and analyzed.The main results follows:(1)The supply level of community medical facilities in the central urban area of Changsha is generally low.And only 23.5%of the community medical services are fully supplied.or matching supply and demand,76.5%of community medical facilities are still in a state of insufficient supply.(2)The supply and demand levels of community medical facilities in the central urban area of Changsha show the distribution characteristics of "high in the middle and low in the surrounding areas".Moreover,there is a misalignment between the two,revealing the problem of medical service supply gap in a large number of communities.(3)Various communities in the epidemic prevention and control area are significantly different in terms of impact and coping capabilities.Supply-saturated communities have a surplus of medical service capacity,and can rely on internal resources to implement nucleic acid testing in different time periods;supply-demand matched communities can usually meet the basic medical needs of residents through community medical facilities,but it is difficult to adapt to the large-scale and normalized emergency epidemic prevention needs;supply-deficient communities are in short supply in terms of facility allocation scale and emergency supplies,and there are more prone to problems such as shortage of medical services and shortage of medical staff,and large-scale personnel nucleic acid testing must be carried out with the help of external medical institutions.From the perspective of the coupling of the balanced layout of facilities and meeting the needs of peacetime and epidemics,this paper explores and constructs a research framework on the supply and demand relationship of community medical facilities under the background of normalization of epidemic prevention,and proposes a planning strategy for community medical facilities that adapts to the background of normalization of epidemic prevention,in order to provide scientific basis and decision-making reference for rational allocation of community medical resources. |
