| At present,most of our rural areas are changing towards urbanization.The rapid development of the economy,science and technology has changed the rural lifestyle and landscape.However,the development of rural society is unbalanced and incomplete.There is still a long way to reach the real transformation from rural areas to cities.Village will still be the most basic unit of our country at present and for quite a long time in the future.People in rural areas will remain their lifestyle as before.Since the beginning of the 21 st century,all kinds of public health events occur frequently,constantly testing the ability of governance in rural areas.Therefore,the study of government management of public health events at the primary level governance is very important to improve public health conditions and governance effect,maintain social stability,ensure people’s safety.This article analyzes the measures of government management at the primary level in public health events.It takes H1N1 influenza,bird flu,food poisoning,COVID-19 epidemic as examples and tries to find the problems and analyze the reasons.Combining with the actual situation of Z Town in the rural-urban area,it believes that government management at the primary level in public health events can be improved from four aspects:grid management,collaborative governance mechanism,emergency mechanism and information construction.Scientific grid planning of grid management,improve the ability of workers who is responsible to the grid and the incentive mechanism to encourage the workers.Clarify the power and responsibility system of the collaborative governance mechanism,unblock the operation network of the collaborative governance mechanism,and strengthen the role of "people" in the collaborative governance mechanism.Update the system design of the emergency mechanism,strengthen the professional attribute of the emergency mechanism,and enhance the operability of the emergency mechanism.Improve information database,strengthen information sharing,enhance the influence of information publicity. |
