BackgroundIn recent years,emergencies have occurred frequently,especially this public health emergency—the COVID-19 pandemic.After this pandemic,the public health emergency response system and emergency response mechanism have revealed many shortcomings,which have attracted both at domestic and abroad scholars’ attentions.In order to better respond to other public health emergencies that may be encountered in the future,this study explored the public’s emergency response behaviors in response to the COVID-19 outbreak based on the SOR model.The roles that the people played in response to the COVID-19 outbreak,and whether the people’s behaviors such as perceptions and cognitions of the outbreak event had an impact on their behaviors.MethodsIn this study,we systematically reviewed the current status of research on public health emergencies and emergency management in domestic and international literature.Understanding the theory and application of the SOR model,combining with expert consultation on their opinions,we designed our own questionnaire for the people’s emergency awareness and emergency behavior in the COVID-19 epidemic.Then we randomly selected the people in Guangzhou as survey respondents for data collection.Finally we used the statistical analysis software SPSS 22.0 and AMOS 26.0 to analyze the data samples for reliability,validity and factor analysis,and to construct a structural equation model for the study of public emergency behavior.ResultsThe results of the empirical analysis show that a total of 7 hypotheses passed in the 11 proposed hypotheses.The analysis results of hypotheses H2,H3,H4,H5,H6,H9 and H11 show that their standardized coefficients are 0.572,0.689,0.232,0.163,0.271,0.288,0.567 and p<0.05 respectively,indicating that the COVID-19 epidemic event had significant positive correlation effects on public emergency cognition,public emergency trust,public emergency response behavior and public emergency disposal and improvement behavior.Public emergency cognition had significant positive correlation effects on public emergency response behavior,and public emergency trust had significant positive correlation effects on public emergency response behavior and public emergency disposal and improvement behavior.Conclusion(1)The COVID-19 epidemic events have a positive correlation effect on public emergency perception and public emergency trust in public emergency awareness.The specific of the COVID-19 epidemic,such as the increase of COVID-19 infections,some measures taken by the government(entering emergency status,activating emergency response,etc.)and experts’ predictions and recommendations on the epidemic will have a positive correlation effect on the people’s emotions,such as worry and panic,and coping behaviors(e.g.,wearing masks,maintaining social distance,etc.).It will guide the people’s awareness and behavior.(2)Public emergency awareness has a positive related influence on public emergency behavior.Among them,public emergency awareness has a positive correlation effect on public emergency disposal and improvement behavior,and public emergency trust has a positive correlation effect on public emergency response and disposal and improvement behavior.The degree of public knowledge about the COVID-19 and trust in the government’s emergency material security and prevention and control capabilities affect the public’s use of emergency knowledge,following expert advice and taking effective measures for prevention and control This shows that the public emergency awareness affects the implementation of public emergency behavior. |
