The 20 th National Congress of the Communist Party of China pointed out that we should speed up the pace of building a "healthy China",put people’s health first,constantly improve the public health system,and strengthen the prevention and treatment system and emergency response capacity of major epidemics.The national basic public health service project is a kind of health system with the most extensive coverage and the most beneficiaries since New China was founded over 70 years ago.Is the key factor that pushes the health level of urban and rural residents to improve constantly;At the same time,it is also an important work to deepen medical reform.In accordance with the guiding principles of the 19 th CPC National Congress and its 19 th Plenary Session,as well as the relevant requirements of the 14 th Five-Year National Health Plan,the per capita government subsidy for basic public health services will be raised from 79 yuan to 84 yuan in 2022,in order to continuously improve the level of equality in basic public health services.At the same time,in 2022,the Ministry of Finance issued the Measures for the Management of Funds Subsidized for Basic Public Health Services,requiring all localities to conduct performance monitoring and performance evaluation,so as to improve the efficiency of financial resource allocation and fund use.Therefore,it is of urgent practical significance for the steady advancement and long-term development of the project to constantly establish and improve a reasonable performance evaluation mechanism and obtain objective and true performance evaluation results.Taking the public health service project expenditure performance evaluation of F district as a case,this paper discusses how to construct a set of performance evaluation index system suitable for grassroots medical institutions.Based on documents such as the Framework of General Index System of Budget Performance Evaluation issued by the Ministry of Finance and related theories such as the New Public Service Theory,and combined with the current performance evaluation index system of Area F,the following problems are obtained: too high weight of subjective factors of performance evaluation index,unreasonable hierarchical structure of evaluation index,weak pertinency and lack of result-oriented problems.Then,taking the "5E theory" in performance audit as the entry point,And the design of economic indicators(per capita funding subsidy implementation,fund arrival rate),efficiency indicators(direct fund arrival rate,supporting fund arrival rate,program formulation,personnel allocation),effect indicators(goal realization,social impact,social or service object satisfaction),environmental indicators(whether meet the requirements of urban environmental protection,medical waste treatment rate,rectification effect assessment Price),equity index(residents’ awareness rate,residents’ satisfaction,grass-roots service staff satisfaction),etc.,using analytic hierarchy process to empower,combined with fuzzy comprehensive evaluation method to construct a new public health service project expenditure performance evaluation index system,in order to truly reflect the objective situation of the implementation of public health service project expenditure performance evaluation in District F.In addition,the index system was applied to the public health service project in F district for evaluation,and compared with the original system,to find the operability and scientific nature of the new system.Then,quality assurance measures such as establishing an evaluation system based on key performance indicators,strengthening the process supervision of performance evaluation,strengthening the application of performance evaluation results,and improving the operation mechanism of performance management system are proposed for the project evaluation,hoping to serve as a reference for F District and other units in the same industry to improve the evaluation quality and efficiency. |
