Behavior Analysis Of Related Subjects In Safety Supervision Of Imported Aquatic Products In China Based On Game Theory

With the continuous improvement of people ’ s living standards,the consumption of high-quality protein-rich aquatic products has increased significantly,and domestic production is difficult to meet the growing consumer demand.Imported aquatic products have become an important part of China’s aquatic product consumption structure.Since the outbreak of COVID-19,the quality and safety situation of imported aquatic products highly dependent on cold chain logistics has become more serious.Among them,the poor supervision of government agencies,illegal import of illegal enterprises and the lack of active rights protection of consumers are one of the important reasons for the unsafe incidents of imported aquatic products.Therefore,this paper analyzes the causes of the quality and safety problems of China’ s imported aquatic products from the theoretical and empirical perspectives based on the behaviors of the relevant subjects of China’s imported aquatic products safety supervision,and puts forward countermeasures and suggestions to ensure the quality and safety of China’ s imported aquatic products according to the conclusions.Firstly,the current situation of China’ s import trade and quality safety of aquatic products is analyzed.The results show that the quantity and amount of China’ s import trade of aquatic products have shown a rapid growth trend in recent years,which not only reflects that aquatic products have become one of the important categories of imported food in China,but also indicates that imported aquatic products occupy an increasingly important position in the total consumption of residents’ aquatic products.Among them,fish imports account for the largest proportion of the total import of aquatic products.As for the current situation of quality and safety,the continuous increase in batches of unqualified imported aquatic products indicates the increasingly serious quality and safety problems of imported aquatic products,and the safety problems of imported aquatic products should be widely concerned and valued.Secondly,the game model is used to conduct a theoretical analysis on the behaviors of government agencies,importers and consumers related to the safety supervision of imported aquatic products and obtain the corresponding game equilibrium strategy.Specifically,it includes the two-two static game model between government agencies and importers,importers and consumers,and the three-party sequential dynamic game model between government agencies,importers and consumers.The results show that consumers choose to report when the reporting cost saved by not reporting is reduced;when the compensation received by consumers due to reports increases,consumers choose to report;when the regulatory cost saved by the deregulation of government agencies decreases and the reputation loss increases,government agencies choose strict supervision.Again,through the construction of structural equation model to further analyze the conclusions of the previous chapter,the empirical study of import aquatic products safety supervision related to the implementation of effective regulatory behavior factors and the relationship between the various subjects.The results show that on the one hand,government agencies directly promote the safety of imported aquatic products;on the other hand,they indirectly promote the safety of imported aquatic products through regulating the behavior of importers and have a greater effect.Importers have a direct positive role in promoting the safety of imported aquatic products,while consumers indirectly promote the safety of imported aquatic products through the intermediate bridge role of importers.Finally,based on the research results,a series of countermeasures and suggestions are put forward for the improvement of the quality and safety supervision system of China’ s imported aquatic products,including improving the government’ s strict supervision effectiveness,accelerating the implementation of the main responsibility of enterprises,improving the public supervision and incentive system and promoting the construction of multiple co-governance mechanisms.Only by putting the safety supervision of imported aquatic products into effect can the Chinese people eat comfortably.
