The Study On Problems And Countermeasures Of Livestock Product Quality And Safety Supervision In Chongqing A District

Food is the most important thing for people,and safety is the first priority for food.There are no trivial matters in food safety,and the importance of food safety is self-evident.With the rapid development of social economy and the improvement of people’s living standards,the consumption level of the meat,eggs,milk and other animal products has been improved a lot,and people’s health awareness has been constantly enhanced,which naturally puts forward higher requirements and standards for the quality and safety of animal products.As an important part of People’s Daily diet structure,the safety of livestock products involves every household and social stability.In addition,the frequent occurrences of animal product safety incidents at home and abroad in recent years have attracted wide attention from all walks of life in the world.It is urgent to comprehensively guarantee the quality and safety of livestock products,and it is particularly important to discuss how the government supervision departments improve the supervision efficiency of livestock products quality and safety.Domestic and foreign researchers have paid more and more attention to the researches on livestock product quality and safety supervision and have achieved fruitful results.In recent years,Chinese experts and scholars have made a lot of efforts in studying how the government supervision departments improve the supervision efficiency of livestock product quality and safety,guarantee the quality and safety of livestock products.Some achievements have been made,but there are still some problems and weak links.This study takes the livestock product quality and safety supervision in A district of Chongqing city as the research object.First,consulting a large deal of relevant literature,combining with information asymmetry theory and government regulation theory,this study summarizes the relevant researches on livestock product quality and safety supervision at home and abroad.Then through field visits to collect first-hand materials and in-depth interviews with relevant staff of regulatory departments and other forms of Chongqing A District livestock product quality and safety supervision status investigation and research,found that there are problems in the quality and safety supervision of livestock products in this area,such as the failure of supervision departments to form supervision joint force,the relatively weak grass-roots supervision,the difficulty in supervision of breeding links,the occurrence occasionally of illegal slaughtering of livestock and poultry,and the low level of inspection and testing.Deeply analyzes the reasons of these problems are mainly that the coordination mechanism of regulatory departments is not perfect,the construction of grass-roots supervision team needs to be strengthened,the scale degree of livestock and poultry breeding is not high,the construction of livestock and poultry designated slaughterhouse needs to be strengthened,and the support of inspection and testing system is insufficient.Finally,combining with the actual supervision in A District,five countermeasures and suggestions were put forward to enhance the efficiency of government supervision in the study.First,implement government responsibility and form joint supervision force;Second,strengthen the construction of grass-roots supervision team,improve service capacity;Third,pay attention to livestock and poultry breeding and production source supervision;Fourth,fully implement the management of livestock and poultry slaughter;Fifth,improve the supervision efficiency through multiple channels such as by improving the inspection and testing level of livestock products,strengthening the construction of information traceability system,creating a good situation of social co-governance,and establishing a long-term safety supervision mechanism.
