| High standard farmland construction,as a land remediation activity,is of great significance for ensuring national food security.The government actively promotes the construction work,and the remediation effect is obvious.However,governance actions cannot only rely on the government,but also require the main participation of farmers.Therefore,taking Lujiang County,Hefei City,Anhui Province as an example,this article explores the behavior of farmers participating in high standard farmland projects in the context of food security,which has theoretical and practical significance.Based on the theory of planned behavior and field survey data,this thesis discusses the current situation of farmers’ participation in high standard farmland construction projects in Lujiang County,and constructs a dual logistic model to explore the factors affecting farmers’ participation behavior.The survey results show that:(1)The construction of high standard farmland in Lujiang County has achieved significant results.At the same time,the effectiveness of soil improvement projects,farmland isolation belt projects,and science and technology promotion projects varies,mainly reflected in the lack of highly educated and high-quality scientific and technological personnel;The popularization of popular science knowledge such as science and technology popularization and technical training is not sufficient,and agricultural technology services are lagging behind,which cannot meet the needs of agricultural production development.Due to the lack of necessary means for the dissemination of agricultural scientific and technological achievements,the limited cultural level of farmers and their adherence to traditional agricultural management models have led to a slow process of agricultural structural adjustment;(2)The age structure of the agricultural labor force in the study area reflects the characteristics of aging,and is basically consistent with the situation in other rural areas in China,reflecting the structural characteristics of the current main agricultural labor force in rural areas.The rural labor force under the age of 40 is relatively less engaged in agricultural production,and there are even fewer young and vigorous agricultural workers.The empirical results show that:(3)The higher the rural residents evaluate the quality of the project implementation and supporting buildings,the more they realize that land leveling measures,irrigation and drainage measures,and soil improvement measures will improve the quality of agricultural products and promote agricultural income.The greater the impact of neighbors,friends,village regulations,and local governments,the more confident they are in their own abilities,and the more family labor The longer you live in a village,the more willing you will be to participate in high standard farmland construction projects.The higher the evaluation on the quality of facilities and agricultural products,the more it can promote the development of towns and townships,and the more likely it is to take practical actions for the construction of high standard farmland.In addition,the less constrained natural conditions are,the better agricultural facilities and supporting buildings are,and the more likely farmers are to take action for the construction of high standard farmland.In summary,this article proposes policy implications for promoting farmers’ participation in high standard farmland construction projects:Firstly,guide farmers to establish a positive and high standard attitude towards farmland construction;The second is to leverage subjective norms to drive farmers’ willingness to participate in the construction of high standard farmland;Thirdly,improve the level of perceived behavior control of farmers towards the construction of high standard farmland;Fourthly,improve the policy guidance mechanism for the construction of high standard farmland;Fifth,accelerate the construction of agricultural modernization. |
