| The land consolidation project can effectively alleviate the contradiction between people and land and realize the optimal allocation of land resources.At present,in the social background of advocating public participation,as an important participant in land consolidation,the participation of farmers is only in form,and there is no way for farmers to participate.As a kind of land improvement activity,the construction of high standard farmland is of great significance to maintain the balance between the total amount and quality of cultivated land and guarantee the national food security.In this study,the scope of research is specific to the high standard farmland construction project planning,and the research object is limited to farmers.The possible ways and information processing methods for farmers to participate in the project planning are explored,which can provide reference for the future high standard farmland construction project planning and the construction of farmers’ participation mechanism in all kinds of land consolidation planningBy combing the research results at home and abroad,referring to the theory of public participation,stakeholder theory,cognitive theory,project governance theory,information asymmetry theory,and through questionnaire survey and interview,this study conducted a survey of farmers in nine villages in Taoluo Town,Rizhao City,Shandong Province,to investigate the barriers to land use,using cross analysis and logistic regression The model reveals the main factors that affect farmers’ participation in high standard farmland project planning.Using the selection experiment method and the mixed linear model,the paper analyzes the differences and heterogeneity sources of the farmers’ high standard farmland construction project planning options,and finally puts forward the detailed implementation path of the farmers’ participation in the high standard farmland construction project planning,and puts forward suggestions and measures.The detailed conclusions are as follows:(1)The subjective enthusiasm of farmers to participate in high standard farmland construction projects is not high.Only half of 219 villagers expressed their willingness to participate in the planning.The middle-aged and elderly people who are mainly engaged in agricultural production and have a medium level of education have a high enthusiasm for participation,while the elderly farmers and young non-agricultural members have a lowenthusiasm for participation.Farmers have a low level of cognition about high standard farmland project planning,only half of them say they know about high standard farmland project planning,but they have a one-sided understanding of the planning content and think that the village committee directly determines the direction of planning.(2)The main factors influencing participation of farmers in the planning are the age of the respondents,education level,agricultural net income and farmers’ cognition of the project planning.Young respondents are usually students or people engaged in non-agricultural production,they are almost not engaged in any agricultural production,and do not pay attention to land policy.With the increase of the age of the respondents,the willingness of farmers to participate is also increasing.The villagers with low education level are limited in their ability to accept and understand new things,and their understanding channels of the project will be correspondingly limited,so they are reluctant to participate in more choices.On the one hand,people with high education level have strong ability of learning and acceptance,have a deeper understanding of policies and projects,know that projects will bring convenience to their agricultural production and increase their income,so they are more willing to participate in planning.Farmers who contract to transfer land and plant economic crops such as orchard greenhouses have strong willingness to participate in the planning.The higher their income,the stronger their desire to participate in the planning.Farmers’ cognition of the planning has a significant impact on their willingness to participate in the planning.The proportion of villagers who are willing to participate in the planning of high standard farmland projects is significantly higher than that who are not aware of it.Therefore,it is very important to deepen villagers’ understanding of high standard farmland projects through various channels to promote farmers’ participation in high standard farmland planning projects.(3)Farmers in the study area prefer to choose road engineering in the construction of high standard farmland,and the demand for hardened road is the strongest;secondly,they prefer the construction of irrigation and drainage engineering,and the demand for land leveling engineering is the lowest.The factors that affect farmers’ choice of planning plan include: planting structure,age,education level,occupation and annual net income.The planting structure has the most significant impact on the project preference.The main crops are different,and the demand for roads is different for different water use methods of farmers.Older farmers are more concerned about the type of irrigation water sources,more inclined to build new wells and pump stations,and are not willing to invest more money inroad construction.The demand for road hardening is the strongest in the pure agriculture and the farmers whose income is mainly from agriculture.(4)This paper puts forward a set of path framework which is suitable for farmers to participate in the whole process of high standard farmland construction project planning.It is suggested that a planning coordination group should be established to organize farmers to provide information,make plans,modify plans,vote on plans and other works,so as to ensure farmers’ participation,feedback,rules to follow and path to go in the whole process. |
