Research On The Policy Effectiveness Of High Standard Farmland Construction In Huaxian County

China has entered the stage of comprehensively promoting agricultural and rural modernization.Against this background,the construction of high-standard farmland is an important measure to promote the development of modern agriculture and connect with modern equipped agriculture.Henan is a major grain production province in China,shouldering the heavy responsibility of food security and agricultural development.As a major grain producing county and agricultural county in Henan Province,the development of Hua County will directly affect the development of other major grain producing areas in Henan Province.In the process of high standard farmland construction,slide county made remarkable achievements,but at the same time also faces the pressure of agricultural resources,investment and infrastructure utilization deviation,policy and department coordination,soil fertility and benefit is not stable,farmland infrastructure and management is not supporting,and many other problems,slide county food production is facing serious difficulties.Promoting the construction of high-standard farmland and improving the efficiency of relevant policies are of great significance to improving the grain output of Hua County,enhancing the status of agricultural production in Henan Province,and ensuring the national food security.This study takes the effectiveness of high standard farmland construction policy in Hua County,On the basis of combing the domestic and foreign research literature,Using the theory of land intensification and policy efficiency,Using literature analysis method and entropy weight method,Based on the connotation of the policy efficiency of high-standard farmland construction in Hua County,Based on the actual situation of Hua County,Establish the evaluation index system from the four dimensions of resource utilization,economic benefit,ecological environment and social benefit,To measure the efficiency of the high-standard farmland construction policy in Hua County in 2012-2021,And based on this basis for the analysis,The results show that:(1)the implementation of high standard farmland construction policy in Hua county has achieved good results,But the remaining investment utilization rate is still low,Lower efficiency and other unstable problems.(2)The efficiency of the high-standard farmland construction policy in Hua County shows a trend of rising first,then declining and then rising,which has a certain downward trend in 2020-2021.(3)The effective degree of utilization of resources and the unstable level of economic development are the main problems affecting the improvement of the high standard farmland construction policy in Hua County.Based on the results of this study,the following suggestions are put forward to promote the efficiency of high standard farmland construction policy in Hua County from the two aspects of the efficiency of high standard farmland construction policy:(1)improve the utilization rate of investment.(2)Improve soil fertility.(3)Strengthen departmental coordination.(4)Improve the management and protection system.
