| Cultivated land as the foundation of the food production,is the human survival and the development important guarantee,is the agricultural foundation.Black land as the "giant panda" in cultivated land,is the most precious soil resource,is a stabilizer "and" ballast stone "of food production in our country.In 2022,the General Office of Heilongjiang Provincial People’s Government issued the 14 th Five-Year Plan for Black Land Protection of Heilongjiang Province,formulated the 14 th Five-Year Plan for Black land protection,and further promoted the black land protection project.As the main body of cultivated land production and management,whether farmers adopt black land protection plays a decisive role in black land protection.This paper takes the black land protection behavior of farmers as the main body of research,analyzes the influence mechanism of policy orientation and farmers’ cognition on the black land protection behavior of farmers,and puts forward targeted countermeasures and suggestions,in order to provide theoretical basis and practical reference for the smooth promotion of black land protection in typical areas.Based on the sanjiang plain in heilongjiang province area of huanan,fujin city,jixian county,baoqing county(city)17 villages and towns,40 typical administrative villages,687 households survey data.In the sample based on the analysis of descriptive statistics,using the binary Logistic regression model empirical analysis of the influence of the policy guidance of peasant household land and protection behavior and the influence of cognition of peasant household land and protect farmers behavior;By using the model of a mediation effect inspection cognition in the policy guidance of the farmer’s land and protect farmers behavior and influence in the process of mediation role;On the basis of regression analysis,the different types of soil in farmers protection act(capital bias and labor to do heterogeneity analysis,the main research results are as follows:(1)Policy guidance to farmers land and protection behavior has significant positive influence.Positive policy guidance can improve the utilization of land and protection technology,promote the farmers protect soil behavior.(2)The cognition of peasant household land and protect farmers behavior effects.Farmers has a significant impact on cognition of peasant household land and protection behavior.Among them,the importance of peasant household responsibility cognition and farmers cognition has a positive influence on land and to protect farmers behavior,value cognition of peasant household land and protect farmers behavior has a negative impact.(3)To examine how policy guidance through cognitive influence of farmer land protection behavior of farmers found that farmers cognition as intermediary variables,passed the test of significance,the name "policy guidance farmers cognitive one farmer land protection behavior" the influence of the path.Policy guidance by peasant household responsibility cognition,farmers and farmers the importance of cognitive value cognition of peasant household land and protection behavior have a significant impact.(4)In the heterogeneity analysis,there are differences in the effects of policy orientation and farmer’s cognition on farmers’ black land protection behaviors of different types(capital-biased and labor-biased).Based on the above research results,this paper argues that should strengthen land protection policy guidance,fully arouse the enthusiasm of farmers.Improve soil protection,increasing technical support production subsidies incentive mechanism,improve the land and protection of laws and regulations such as constraints,punishment mechanism,strengthening the leading mechanism for land protection policy propaganda,etc;Broaden the farmers access to information channels,improve the level of farmers cognition.To pay close attention to farmers on land and protection obligations of cognition,pay attention to the value cognition,improve farmers focus on farmers importance cognition;Provide differentiated technical services,and promote the farmers land and protection act.To choose labor type of land protection behavior of peasant household,should pay attention to giving play to the role of policy guidance;To choose funds type of land protection behavior of peasant household,should strengthen the scientific nature of the soil in its protection technical operation;The conservation tillage technology popularization system,form the land and protect the long-term mechanism,so as to effectively promote the farmers involved in land protection,which guarantees our country food security. |
