| The people are the creators of history.The report of the Nineteenth National Congress of the Communist Party of China regards people-centeredness as an important part of upholding and developing socialism with Chinese characteristics in the new era.Livelihood capital is a resource for the survival and development of farmers,and ensuring the livelihood of farmers is an important part of building a well-off society in an all-round way.The construction of ecological civilization is a fundamental plan for the sustainable development of the Chinese nation.The natural forest cutting protection policy is an inevitable choice for the comprehensive implementation of the "five in one" strategic overall layout.The protection of green water and green mountains is the golden mountain and silver mountain that protects the Chinese nation.The comprehensive implementation of the natural forest logging protection policy will inevitably have an impact on farmers in mountainous areas and forest areas who rely on forests for food.Safeguarding the livelihood of farmers is an inevitable requirement for practicing the "Two Mountains Theory".Both mountains of wealth and green water and green mountains are necessary to ensure the healthy and sustainable production and living needs of farmers in mountainous areas,but also to implement the natural forest prohibition and protection policy,promote the construction of ecological civilization,and fully implement the "five in one" The overall strategic layout.Based on the DFID sustainable livelihood analysis framework,this paper divides the farmers’ livelihood capital into five categories,namely human,social,natural,material and financial capital.Taking Jiangxi Province as an example,using the survey data of 250 households in 5 counties to build an indicator system for farmers’ livelihood capital evaluation.Use the assignment method,range standardization method and entropy weight method to calculate the weight of the rural households ’livelihood capital,and then use the comprehensive index method to calculate the various types of individual households’ livelihood capital.The relevance and difference of changes in farmers’ livelihood capital levels.Farmers are divided into pure farmers and part-time farmers,and the impact of the ban on logging protection policies is analyzed.The results show that the overall level of livelihood capital of farmers in mountainous areas in Jiangxi Province is low,the distribution of five items of livelihood capital is uneven,and they have certain livelihood vulnerability.In addition to physical capital,after the comprehensive implementation of the natural forest logging protection policy,the level of forest farmers ’livelihood capital has declined to varying degrees.Specifically,the logging ban has a significant inhibitory effect on forest farmers ’proportion of family labor,forest land area,forestry subsidy income and other livelihood capital.It has an effect on forest farmers’ education level,family members becoming cadres,joining cooperatives,and forestry income.There is a small negative impact,which has a positive impact on forest farmers’ household deposits,and the impact on pure farmers is generally greater than that of part-time farmers,and the livelihood of pure farmers is more vulnerable.On the basis of the comprehensive research conclusions and the actual situation in Jiangxi Province,suggestions are put forward: the natural forest logging prohibition protection policy is implemented step by step,and the natural forest logging prohibition supporting policy is followed up in time to further improve the forest area social security system.Change the way of forestry development,promote the transformation and upgrading of forestry,and explore the development of under-forest economy and tourism economy.Vigorously promote the process of forestry cooperation,improve the survival and development capabilities of forest farmers in mountainous areas through multiple channels,and vigorously develop diversified financial investment paths.Raise the livelihood capital of farmers in mountainous areas in many ways. |
