Research On Countermeasures Of Cultivated Land Protection In Bei’an City Based On Farmers’ Cognition And Behavior

The protection of cultivated land is related to the national food security,the national economic development and the long-term livelihood of farmers,so it has great significance since ancient times.We will adhere to the strictest possible systems for the protection of arable land and the use of land sparingly,guard the red line of arable land unwaveringly,resolutely stop the“Nonagricultural” conversion of arable land,and prevent the“Non-grain” conversion of arable land,strengthening the effective protection of the Trinity of Quantity,quality and ecology of cultivated land,to promote the formation of more effective protection,implementation of more smooth,more efficient management of the new pattern of cultivated land protection is currently our country to carry out a major measure of cultivated land protection.The realization of this pattern needs the whole society to participate and solve together.At present,the main body of our country’s agricultural production is still farmers,farmers in the protection of arable land should play a greater role.Therefore,it is of great significance to study the behavior and cognition of farmers in cultivated land protection.In this paper,we used the method of Literature Review and questionnaire survey to investigate the farmers’ cognition and behavior in farmland protection in Bei’an,based on the survey results,this paper analyzes the problems faced by Bei’an farmers in participating in farmland protection,discusses the causes of the problems,and puts forward corresponding management countermeasures.Through the research,it is found that:(1)Most of Bei’an’s farmers have a low level of education and do not have a good understanding of farmland protection policies,systems,technologies,measures and subsidies.Most farmers can realize the importance of cultivated land protection,but they think that their own participation in cultivated land protection is of little significance,and their opinions are not taken seriously.(2)In Bei’an,farmers are not highly motivated to protect their arable land,they have deviated from the knowledge and practice in participating in the protection of arable land,the propaganda of the system of arable land protection is not in place,and the government has not organized farmers to participate in the protection of arable land.(3)The main reasons are the lack of the main status of farmers in the protection of cultivated land,the imperfect system of cultivated land protection,the ineffective implementation of the policy supervision system of the local government,the insufficient attention of the government to the role of farmers in the protection of cultivated land,and the imperfect economic compensation mechanism and management of cultivated land protection.(4)The effective measures that the Bei’an government can take to solve these problems include actively guiding farmers to participate in farmland protection,improving the management mechanism of farmland protection,establishing a sound monitoring system of funds for farmland protection incentive compensation,guiding farmers to make rational use of farmland scientifically,encouraging farmland transfer and trusteeship,etc..
