Research On The Predicament And Countermeasures Of The Transition Of Fishermen Returning From Fishing In Taihu Lake From The Perspective Of The System

The total fishing ban in the Yangtze River Basin is a major measure to protect the ecological environment of inland waters.It is not only of great significance to protect fish resources,but also has a positive impact on improving the natural environment.As one of the main lakes in the lower reaches of the Yangtze River in China,Taihu Lake is of great importance to the sustainable development of the economy and society and the safety of the ecological environment in the Yangtze River Delta region and the entire lower reaches of the Yangtze River.After the implementation of the fishing ban policy,the fishermen along the Taihu Lake retreated and went ashore,gradually completing the transition from fishermen to urban residents.But in the process of transformation,some problems have also arisen in the livelihood of the fishermen who have withdrawn from the catch.This is mainly due to the increase in the cost of living compared to the past,and the lower income of some fishermen who have returned from the catch.According to the calculation of the withdrawal standard,the compensation of some fishermen is not enough to fully meet their development needs.This is mainly due to the lack of pertinence of the compensation standards and the relatively limited coverage.In the compensation process,the focus is on one-time monetary compensation,and there is no support for the job skills training of returning fishermen.In terms of social security,due to the older age of some fishermen returning from fishing,the need for social security such as pension and medical care is more urgent.At present,the old-age insurance for returning fishermen is still at a relatively low level,which cannot achieve the fundamental purpose of old-age insurance that meets the basic living conditions of returning fishermen.Due to the existence of these livelihood problems,although the fishermen who have abandoned their fishing boats have abandoned their boats,their sense of identity is relatively low,and there have also been some problems with the sustainable development of their subsequent livelihoods.Based on this,his paper will start from the perspective of the system to analyze the institutional factors of the dilemma of the livelihood transition of the fishermen who have returned from fishing.In terms of the formal system,this article will start from four aspects:compensation,social security,employment training and information disclosure,and focus on analyzing the external factors of the livelihood difficulties of the fishermen who have returned from fishing.In the aspect of informal system,this paper will focus on the analysis of the endogenous causes of the dilemma of the fishermen who withdraw from fishing,and conduct research on the ideology of the fishermen who withdraw from the fishing.Finally,based on the above problems and predicaments,this paper will provide reasonable suggestions for solving the livelihood problems of fishermen returning from fishing in fishing port communities from the perspective of improving compensatory and developmental systems.In order to help the local fishermen who have returned from fishing to get out of their predicaments,they will make a modest contribution to the improvement of the relevant system of fishermen’s return of fishing.
