Research On Government Functions In The Transformation Of Fishermen's Livelihood In Xingyi City

Since the 18th CPC National Congress,the construction of ecological civilization has been promoted to an unprecedented height.After the inspection of Wanfeng Lake by the central environmental supervision group,it was reported that the area of cage culture in Wanfeng Lake exceeded the planning area and the eutrophication of water body.In order to protect the ecological environment of Wanfeng Lake and complete the task of environmental supervision and rectification,Xingyi municipal government banned the cage culture industry of Wanfeng Lake.More than 1000 fishermen who originally depended on cage culture of Wanfeng Lake were forced to go ashore for livelihood transformation.In this process,there were problems such as lost development direction,lack of transformation funds,employment and entrepreneurship difficulties.Based on the theories of new public service,government function and sustainable livelihood,this paper discusses the functions of Xingyi municipal government in fishermen’s livelihood transformation from five dimensions of natural capital,material capital,financial capital,human capital and social capital.Through the analysis,it is found that the implementation effect of government functions is not satisfactory.There are some deficiencies,such as the municipal government directly intervening in the operation of enterprises,solving the problem of low efficiency of fishermen’s petition demands,paying too much attention to fishermen’s natural capital,inadequate guidance of social organizations and fishermen’s participation in the development of human capital,and unbalanced development of fishermen’s material capital.Therefore,the author analyzes the causes of the problems,and puts forward some strategies to improve the livelihood transformation of fishermen,such as straightening out the relationship between the government and enterprises,improving the ability of prevention and disposal,formulating all-round development policies for fishermen’s livelihood,encouraging social groups of fishermen to participate in government projects,and implementing the people-centered concept.
