| Since 2020,in order to further protect the aquatic biological resources in the Yangtze River basin and allow the rivers,lakes and reservoirs that were originally overloaded to rehabilitate,the central government has deployed and implemented a policy of perennial fishing ban in the eight river,two lakes and 335 aquatic biological reserves in the Yangtze River basin.Jiangxi Province,as one of the key provinces in the Yangtze River basin,covers the western section of the main stream of the Yangtze River,Poyang Lake and 35 aquatic biological reserves in the water area banning fishing.While the perennial fishing ban in Poyang Lake and other key water areas is implemented,the vital interests of nearly 100000 fishermen are also a major concern.Therefore,solving the industry conversion and employment and livelihood reconstruction of these fishermen quitting fishing will always be the priority for our Party and government to implement work about people’s livelihood.If there is a lack of research on the security policy of the fishermen quitting fishing,a special group,or implementation of the resettlement security policy for them is not in place,it may cause social problems such as unemployment,poverty-returning,petitions in the form of letters and visits of the fishermen.As a result,the livelihood security of the fishermen quitting fishing has attracted more and more social attention.In this context,this thesis considers that it is necessary to deeply analyze the special attributes of fishermen in Poyang Lake area and take the resettlement compensation of the fishermen quitting fishing as the key to comprehensively explore the support policies of their livelihood security and provide support for the relevant departments to complete the work of their livelihood security.Through research,the thesis holds that the most obvious problems of livelihood security for the fishermen in Poyang Lake area include the unsatisfactory compensation methods,the unsatisfactory compensation standards,the incomplete applicability of compensation,the inadequate publicity of compensation policies and so on.This thesis maintains that,in order to complete loss compensation and employment resettlement of the unemployed fishermen,it is needed to carry out work from the following steps: First of all,it is necessary to ensure accurately identifying and managing the fishermen quitting fishing and disposing the idle fishing boats and nets by classification,thus effectively preserving the harmony and stability of the fishing areas.Secondly,it is necessary to ensure that the fishermen quitting fishing can be well-to-do,broaden their channels in industry conversion and employment,implement their social security policy,explore and promote their ecological migration,and improve the infrastructure conditions of the fishing villages quitting fishing.Finally,it is necessary to track and monitor livelihood of the fishermen quitting fishing regularly,timely carry out living assistance and ensure proper resettlement of the people in straitened circumstances so that they can have a stable life and even become rich after going ashore. |
