Forestry is a basic production sector supported by the state and an important cornerstone for stabilizing the national economy and maintaining the ecological environment.China’s forestry development is facing the dual pressure of resource shortages and huge demand gaps.Improving Technical Efficiency of Forestry Production has become a key part of deepening forestry supply-side structural reforms.However,China has a vast territory,and there are big differences in the internal,external and natural factors of forestry development in various regions.This will inevitably lead to differences in the Technical Efficiency of Forestry Production,its evolution trend and influencing factors at the regional level.Therefore,scientific calculation of Technical Efficiency of Forestry Production,and then explore its spatial difference status and convergence,not only help to provide reference for the formulation of regional differentiation promotion path,but also have important significance for promoting the "double transformation" of "green water and green mountains" and "golden mountains and silver mountains",building a solid ecological security barrier,and promoting the realization of "beautiful China".This article relies on the National Natural Science Foundation of China’s general project "Agricultural Ecological Capital Operation’s Poverty Promoting Effect and Its Coordination Mechanism with Precision Poverty Alleviation"(71673302),based on the definition of the concept of Technical Efficiency of Forestry Production,using forestry economic theory,"Two Mountains" theory,regional economic theory,etc.as guidance.Firstly,use the non-radial super-efficiency SBM model to measure the Technical Efficiency of Forestry Production of 30 provinces(municipalities,autonomous regions)across the country from 2004 to 2018,and make qualitative and visual descriptions of their spatial differences.Secondly,use Dagum Gini The coefficient quantitatively analyzes the overall gap in Technical Efficiency of Forestry Production and decomposes it into gaps in forest areas,gaps between forests and ultra-variable density,and accurately knows the size and source of the overall gap.Finally,the Classical(Spatial)Condition β Convergence Model is used analyzes the convergence trend and spatiotemporal differentiation characteristics of Technical Efficiency of Forestry Production,and grasps the development trend of Technical Efficiency of Forestry Production.The research found that: Firstly,from2004 to 2018,the average value of China’s Technical Efficiency of Forestry Production was 0.52,and there is still much room for improvement.The Technical Efficiency of Forestry Production has undergone a process of "maintaining stable-obviously decreasing-slowly rising".Overall,compared with 2004,the Technical Efficiency of Forestry Production in 2018 dropped by 12.27%.At the forest area level,the Technical Efficiency of Forestry Production from high to low is in the Southwest,South,Northeast,North and Northwest Forest Areas in turn.The regional imbalance is the prominent feature of China’s forestry development,which is generally bounded by "Hu Huanyong line" in space,showing a pattern of "high in the south,low in the north" and "high in the East,low in the west".Secondly,from 2004 to 2018,the overall national gap showed an increasing trend,with an average annual growth rate of about 0.6%.According to the evolution trend,it can be divided into three stages: "decrease in stability-rapid rise-slow decline".The gaps within the five major forest regions are still not optimistic.From high to bottom,they are North China,South,Northeast,Northwest and Southwest forest regions.From the perspective of forest gap,the three forest areas in the northeast,southwest and southern forest areas have relatively small gaps between each other.the Technical Efficiency of Forestry Production of the North China forest area is at an intermediate level.the Northwest forest area is a depression in China’s forestry development.From the perspective of the contribution rate of the gap,the gap between the forests is the first source of the overall gap in the China’s Technical Efficiency of Forestry Production,followed by the gap within the forest area,and the contribution rate of the hypervariable density is the smallest.Thirdly,at the national level,Technical Efficiency of Forestry Production has a significant conditional β convergence trend.The spatial spillover effect shortens the average time it takes for low-level provinces to catch up with high-level provinces by about 4 years.However,to a certain extent,there are phenomena of "self-government" and "excessive competition" in forestry development among provinces.Factors such as the degree of forestry opening to the outside world,the structure of the forestry industry,and the income level of forestry system employees have a promoting effect on the improvement of Technical Efficiency of Forestry Production,while the technology market environment has a restraining effect.Fourthly,from the forest area level,China’s Technical Efficiency of Forestry Production has a "club convergence" phenomenon.The convergence rate of the five forest areas is generally higher than the national average.The order of convergence rate is North China,Northeast,Southwest,Northwest,and South forest regions in descending order.Judging from the two sub-periods of 2004-2011 and2011-2018,the conditional β convergence trend also exists,and the convergence rate of the latter period is higher than that of the previous period.Regional economic development level,technological market environment,forestry opening degree,forestry industry structure,forestry system employee income level,forestry system human capital,forestry disaster level,etc.,have different directions and strengths.Therefore,it is necessary to improve the system and mechanism of forestry development,and realize the synchronization between the improvement of forestry resource management level and the growth of forestry factor input.Taking advantage of spatial spillover effect,we should build a regional collaborative strategy to improve the Technical Efficiency of Forestry Production.Optimize the internal and external environmental factors of forestry,effectively promote the improvement of Technical Efficiency of Forestry Production. |
