Effects Of Forestry Service Outsourcing On Forestry Production Efficiency Of Different Operators

The development of forestry service outsourcing is regarded as an important way to adapt to the development,and realize the transformation.The proportion of non-agricultural employment and income of rural residents has been increasing,the contribution of forestry development to the increase of rural residents’ household income has been declining,and the enthusiasm of ordinary farmers for forestry production and operation has decreased,so the phenomenon of forestland abandonment is quite common.China will still have a population of 570 million in rural areas even if the urbanization level reaches 75%in the future.Therefore,traditional small farmers will exist for a long time.As the power of rural agricultural development,the new business entity can help farmers increase the income.How to solve the organic connection between small farmers and big market,and find the development path and mode of agricultural and forestry modernization.Based on the field survey data of 249 forestry operators in Zhejiang,Fujian and Jiangxi provinces from November 2019 to January 2020,combined with the actual input-output data of operators,this thesis calculated the average production efficiency of economic forests managed by operators through DEA-Tobit model.Empirical study on the impact of forestry service outsourcing on economic forest production efficiency.The main conclusions are as follows:(1)From the perspective of economic forest production efficiency,the production efficiency of economic forest of ordinary farmers and new business entities is 0.41 and 0.45 respectively.It can be seen that the production efficiency of economic forest of different business entities is generally low.The production efficiency of economic forest in the adoption group was higher than that in the non-adoption group.For ordinary farmers,the efficiency of forestry production in the forest service outsourcing group was 0.48,0.16 higher than that in the non-outsourcing group.As for the new business entity,the forestry production efficiency of the forest service outsourcing group was 0.51,which was 0.19 higher than that of the non-outsourcing group.(2)On the whole,in the process of economic forest production and operation,the higher the overall level of family forestry service outsourcing,the more conducive to the production and operation of economic forest.The regression results of forest service outsourcing adopted by households on the production efficiency of ordinary farmers’ economic forest were less than that of new business entities,the regression results were 0.007 and 0.682 respectively,indicating that the adoption of forest service outsourcing by households had a positive and significant impact on the production efficiency of economic forest,and the adoption of new business entities had a greater impact.(3)From the point of view of different links,the production efficiency of economic forest using service outsourcing in tending link is higher than that in harvesting link.For ordinary farmers,the productivity efficiency of forestry service outsourcing is 0.73 for tending and 0.40 for harvesting.As far as the new business entity is concerned,the forestry production efficiency of forestry service outsourcing is 0.89 in the tending link and 0.46 in the harvesting link.It can be found that there are significant differences in the status of service outsourcing in different links and the impact on production efficiency.(4)From the perspective of effect intensity,forestry service outsourcing of different operators can promote the production and management of economic forest in tending and harvesting links,and the effect intensity of tending links is stronger than that of harvesting links.New operators in the cradle,collecting links with forestry service outsourcing the regression results of economic forest production efficiency were greater than the ordinary farmers,new operators and ordinary farmers in tending link whether to adopt service outsourcing regression results of the impact of economic forest production efficiency were0.430,0.250,in harvest link are respectively 0.227,0.090,The results showed that the adoption of forestry service outsourcing by ordinary farmers and new operators in different links had a significant positive impact on the production efficiency of economic forest,and the adoption of forestry service outsourcing in tending links and harvesting links by new operators had a greater impact on the production efficiency of economic forest.According to the above,countermeasures and suggestions: Firstly,it is necessary to strengthen the support to forestry socialization service organization and provide the hardware conditions for the application of peasant household service outsourcing.Secondly,we should actively guide and encourage farmers to adopt forestry service outsourcing,and improve the adoption rate of forestry service outsourcing.Thirdly,we should pay attention to the construction of sub-link service outsourcing system.
