| In recent years,urban renewal as an effective means of urbanization and the main way of urban space development in the future has been carried out on a large scale in various cities in China,effectively improving the image of the city,promoting urban economic development and improving the quality of life of citizens.The main mode of urban renewal has gradually developed into the multiple parties-participating mode.As one of the multiple parties-participating modes,the real estate-participating model has gradually become the main mode of urban renewal because of its advantages of improving update efficiency,easing government financial pressure and improving product quality.However,the real estate-participating urban renewal project involves many stakeholders with different needs who are difficult to coordinate reasonably and effectively.It often leads to the loss of public interest,the destruction of the ecological and cultural environment,the slow progress of the project and the high development cost due to the unclear division of rights and responsibilities.These problems not only affect the realization of project objectives,delay the process of urban renewal,but also have the potential to affect the image of the government,trigger social conflicts,and even cause major risks.Project governance theory can effectively improve stakeholder relations,rationalize the distribution of rights and responsibilities and give full play to the initiative of multi-stakeholders.Therefore,it is introduced into the real estate-participating urban renewal project management,which help conduct research on formulating the corresponding project governance framework.It plays an important role in providing effective methods and measures to address the various contradictions and problems arising from urban renewal projects which does good help to resolve social conflicts,prevent major risks,promote urban space development and accelerate the renewal process.This paper combines the research of urban renewal and project governance,using literature research and questionnaire survey to summarize the problems existing in real estate-participating urban renewal projects.Based on stakeholder theory and combined with literature research and expert interviews,the identification and aggregation of stakeholders of this model has been carried out.21 stakeholders has been found.Based on the perspective of stakeholder,the relationship between 21 stakeholders was determined by expert interview and the stakeholder relationship network was constructed through SNA.Analyzing the overall network density,cliques,centrality,structural holes and defects of the relationship network to find out the position and role of various stakeholders in the relationship network.Five key stakeholders(developers,districts government,housing and urban-rural construction committee,planning and natural resources department and ecological environment department)has been spotted out.Eventually,combined with governance theory and network analysis results,from the project perspective,governance suggestions of the real estate-participating urban renewal project from internal,external and environmental perspectives were proposed.From the project perspective,this paper applies the governance theory to the field of urban renewal,which makes up for the traditional urban renewal research field.Adopting the social network analysis method to conduct research on real estate-participating urban renewal project from the perspective of stakeholders which develop and enrich the research on urban reneal modes and projects.The conclusions and recommendations from this paper not only provide methods and reference for real estate companies to participate in the implementation of urban renewal projects,but also provide theoretical basis for the government to regulate and guide the active participation of all parties to jointly promote the project.Finally the project can achieve the best balance of social,environmental and economic benefits and win-win cooperation. |
