Study On The Prevention Mechanism For Public Emergencies Of Civil Aviation

This paper first sets forth the background, significance, method and structure of the research on the civil aviation public emergencies. This paper then introduces the theoretical basis of the research:public security management theory, safety management theory and emergency prevention management theory. With the introduction of related concepts on the civil aviation public emergency prevention and its category and classification, this paper points out the construction principle and the characteristics of the prevention mechanism. With comprehensive using of literature analysis, comparative analysis, case analysis, etc., this paper summarizes the present situation in the construction of civil aviation public emergency prevention mechanism in China:Although the civil aviation departments have public emergency contingency plans, the security management mechanism is still not smooth, the sense of crisis prevention is insufficient, monitoring information collection is not timely, contingency plans and conflict resolving mechanism is incomplete. The main causes lie in four aspects:the society, the system, the civil aviation management and the passengers. Based on a basic principle of prevention first, people-oriented, unified leadership, quick response, classification-based guidance, caring public opinion transmission, this paper finally proposed a civil aviation public emergency prevention mechanism:clarify the responsibility of civil aviation agency, strengthen the functions of prevention leadership, perfect the information management system, improve the efficiency of monitoring and pre-warning, enhance the awareness of the importance of civil aviation pre-control, improve disposal ability, enhance the sense of crisis prevention, set up and perfect various security measures. Through the construction of this civil aviation public emergency prevention mechanism, it is to reduce the probability of the civil aviation public emergency, to reduce the unsafe factors radically, to provide valuable suggestions to the healthy development of Chinese civil aviation industry.
