| In the spring of 2020,many international cruise ships were seriously affected and the cruise industry suffered heavy losses due to the unexpected outbreak of COVID-19,which spread around the world.International cruise ships have many shortcomings in the emergency management of public health emergencies due to their large tonnage,large number of passengers,diverse nationalities of crew and passengers,closed cabin on board,long voyage at sea,limited medical and health conditions,and so on.Through the analysis of China’s emergency management system,mechanism,legal system and plan construction for international cruise public health emergencies,it is found that there are some problems in emergency management,such as insufficient risk assessment capabilities,serious data barriers,lack of professional and technical personnel,limited role of social emergency forces in emergency management,absence of international laws and regulations,and lack of psychological counseling ability.Therefore,the author puts forward the following suggestions based on the crisis management theory,risk society theory,collaborative governance theory and his own work practice.Establish a complete emergency management plan system by comprehensively revising and improving emergency plans,improving risk assessment abilities,enhancing risk prediction of public health events and improving information release and sharing system.Establish efficient and unified emergency management system through strengthening the construction of emergency management teams,improving emergency handling capacity,constantly improving the actual combat level,strengthening water supervision,and doing a good job in traffic organization and safety management.Build an emergency management model involving multiple subjects through clarifying the responsibilities of multiple subjects,encouraging social forces to participate in collaborative governance,and improving the accountability mechanism. |
