Governance Over Public Health Security Of Civil Air Passenger Service Under COVID-19 Prevention And Control On A Regular Basis

Since the COVID-19 pandemics have been controlled effectively,the prevention and control of COVID-19 are conducted on a regular basis.However,under the effect of dramatic pandemics in many other countries,some sporadic outbreaks may take place in our country.It will be the purport of our governance on public health security under COVID-19 prevention and control on a regular basis to ensure that the production and living will not be disturbed seriously while the prevention and control are conducted regularly when we are faced with the double pressure to prevent external input and internal rebound.Because the civil air passenger service is a main channel of which the international communication and rapid domestic passenger flowing may be ensured,the governance over the public health security of civil air passenger service is in a decisive position in governance over the public health security of the whole society,and it is critical for improving the governance over the public health security of the whole society to improve the governance over the public health security of civil air passenger service.By use of the theoretical approaches of Collaborative Governance and Public Crisis Interdiction,in connection with the guidance on pandemics prevention and control and classical cases at airports and in passenger cabins after the prevention and control of COVID-19 are conducted on a regular basis,and based on the improvement of practices and effectiveness of governance over the public health security of air passenger service since the regular prevention and control of COVID-19,this thesis systematically demonstrates the problems in the governance over public health security of air passenger service,including not-strict passenger separation between domestic and international flights,inadequate implementation of COVID-19 prevention system,relaxed individual prevention,and dead space of sterilization,and analyzes the roots of such problems with regard to the characteristics of passenger flowing of air aviation,the consistence between the dispatching control capacity of every district in airports and the requirements for prevention and control of COVID-19,the accuracy of prevention and control in cabins,and the closeness of management on outsourced cleaning services.Finally,from five aspects,this thesis gives some advices in respect of improvement of the governance over public health security in civil air passenger services under the prevention and control of COVID-19 on a regular basis:firmly and comprehensively identify the responsibilities of the subject and make a concerted effort for prevention and control;strengthen the jointless management among districts of airports;enhance the accurate and target management of airport staffs for prevention and control;strengthen the points of weakness in emergency management of prevention and control in civil air passenger transport;and improve the collaborative governance capacity of civil air passenger transport industry for the prevention and control of COVID-19.
