| The 19 th CPC National Congress proposed the implementation of the rural revitalization strategy,which aims to promote the construction of beautiful and livable villages and promote the high-quality development of agriculture and rural areas.Practical village planning plays an important role in the implementation of rural revitalization strategy and national spatial governance.In order to ensure the effective implementation of the strategy,the "Rural Revitalization Strategic Plan(2018-2022)" divides villages into four different types: cluster upgrading,suburban integration,characteristic protection and relocation and withdrawal,and clearly requires the classification of rural development.As an important part of China’s historical and cultural heritage,characteristic protected villages are facing the realistic dilemma of difficult village development and difficult income of villagers at the present stage,and the protection and development status of most of these villages can no longer meet the needs of future development.With the national rural revitalization strategy as the background,combined with the research situation of characteristic village planning at home and abroad,based on the theory of sustainable development,the scientific theory of human settlement environment,the theory of man-land coordination and the theory of integration of three industries,this study takes Longquan Village,Da ’an Town,Ningqiang County,as the research object,and summarizes the advantages and problems of village development based on the analysis of the current situation.Proposed planning principles,planning priorities,planning positioning and other contents,on this basis to complete the village area planning and village planning,and finally put forward the planning implementation arrangements.The purpose of this paper is to promote the protection and sustainable development of Longquan village in a targeted way,and to provide experience for the planning of similar villages.Through the research,the following conclusions or results are drawn:(1)On the basis of current situation analysis,clearly define village development demands,identify village development advantages and existing problems,and propose planning principles,planning priorities,planning positioning and other contents.It is identified that the village has development advantages such as superior transportation location,rich agricultural land resources and good industrial development foundation,but at the same time,there are development problems such as insufficient industrial development momentum,urgent improvement of village facilities construction and urgent restoration and renovation of ecological environment system in the village.(2)Carry out village domain planning and village planning for Longquan Village.The planning of village area is mainly divided into five parts: the overall spatial pattern of village area,the planning of land use,the adjustment of territorial spatial structure,the planning of ecological protection and restoration and comprehensive regulation,and the planning of industrial development.Village planning is mainly divided into five parts: public service facility planning,infrastructure planning,road traffic planning,habitat environment improvement and historical and cultural protection planning.This paper puts forward the industrial development ideas of improving and promoting the primary industry,innovating and developing the secondary industry,and vigorously developing the tertiary industry.(3)Clarify the village planning and implementation arrangements for Longquan Village,propose all kinds of construction projects that Longquan Village urgently needs to promote in the near future,and improve the implementation guarantee mechanism from four aspects:policy guarantee,organizational guarantee,financial guarantee and management mechanism.Based on practical village planning,help Longquan Village to form a better planning path and promote the orderly implementation of the planning. |
