Study On The Village Planning Strategy Of Yichang City Under The Background Of Rural Revitalization

Since China’s reform and opening up,along with the national policy dividend focusing on towns,the scale of towns are expanding,urban and rural space presents great changes,rural space has been reconstructed,and the imbalance between urban and rural development becomes increasingly obvious.Based on the hope of rural development in the new era,the CPC Central Committee present the strategy of rural revitalization.Therefore,under the context of "rural revitalization",this paper takes the villages in Yichang as the subject,and proposes strategies for village planning integrating the needs of village development in Yichang.This paper re-examines the connotation of village planning in the context of rural revitalization,and combs the basic features of village planning,such as comprehensiveness,diversity,subjectivity and implementation.It also explores the planning ideas of "ecological priority,county planning,multi-plan integration,gradual progress,and differential implementation",from the respect of concept of thinking,planning principles,organization methods,working procedures and promotion measures.In addition,according to the principles of systematization,this paper presents main points of organization from three respects.At macro level,it will give priority to overall control of China’s territory and space;At middle level,it will pay attention to the control of construction land;At micro level,it will take village characteristic development needs into consideration.Located in important location of middle and upper reaches of the Yangtze River Economic Belt,Yichang presents regional difference and remarkable characteristics with the integration of mountain area,plain,reservoir area and minority area,therefore,it belongs to ecological sensitive area.The villages have abundant natural,agricultural,ecological and tourist resources,however,due to geographical constraints,they present scattered distribution.Due to insufficient drive of radiation in towns,they presents unbalanced development.Objectively,this restricts the overall development of the village.Therefore,it is urgent for Yichang city to explore the path of village planning suitable for rural development and lead the rural revitalization.The paper clarifies the concept and connotation of practical village planning in the context of rural revitalization,and studies the theories of urban-rural integration,human settlement environmental science and "Sansheng" space.Through analyzing the basic situation,development history,construction and planning of Yichang villages,this paper combs the problems in the village planning system,content,and implementation management of Yichang,with village planning as the guide.In terms of village planning system,a strategy for delineating the rural revitalization test zone,promoting the coordinated development of the "Sansheng" space in the countryside and village classification guidance are proposed;From the perspective of village planning content,a strategy for rural industries optimization,living environment renovation,rural landscape improvement and multiple villages governance is proposed;From the perspective of implementation and management of village planning,a strategy for the improvement of practicability of rural planning and management system of urban and rural planning is proposed.This strategies promote the rural revitalization of Yichang.
