With the rapid development of China’s economy since the reform and opening-up,the civil aviation transportation industry has achieved remarkable progress,positioning China as one of the world’s major civil aviation powers.During the 14 th Five-Year Plan,China aims to make a leap from being a major civil aviation power to a multidimensional civil aviation powerhouse.The air traffic management system,as the central system of the civil aviation transportation industry,plays a vital role in this process.In the journey towards a multidimensional civil aviation powerhouse,the air traffic management system needs to play a more significant role.Civil Aviation Center A is part of the air traffic management industry.To meet the industry’s development needs,Center A has proposed a high-quality development strategy and adopted performance management as one of its management tools to achieve its development goals.Air traffic controllers,responsible for air command and ensuring the safety and order of aviation flights,are the core human resources of Civil Aviation Center A.Addressing the issue of ineffective performance management of air traffic controllers is of great significance and value to Civil Aviation Center A’s development.This study conducts research on the current performance management situation of air traffic controllers in Civil Aviation Center A through questionnaires and interviews.It was discovered that the suboptimal results of performance management were attributable to factors such as unclear performance management objectives,an imperfect performance management system,an inability of performance appraisal results to reflect the actual performance level,and the ineffective application of performance appraisal results.By referring to the standard processes of modern enterprise performance management and considering the actual situation of Civil Aviation Center A,this study proposes feasible optimization plans for the aspects of performance planning,implementation and coaching,assessment and feedback,and performance results application.To ensure the effective implementation of these optimization plans,the study further proposes a series of safeguard measures,including improving the performance management organizational system,cultivating a performance culture,conducting performance management training,and developing performance management software.The researchers hope that by exploring the optimization of performance management for air traffic controllers in Civil Aviation Center A,they can promote the development of human resources management towards a more scientific and standardized direction,thereby enhancing the management efficiency and performance level of Civil Aviation Center A,achieving its strategic goals,and making a positive contribution to the continuous development and competitiveness of China’s civil aviation transportation industry.Furthermore,this study also aspires to provide innovative ideas and valuable references for the performance management practices of air traffic controllers in the civil aviation industry,promoting in-depth research in related fields and improving the application level of performance management in the air traffic management domain.
