Research On Construction Of Financial Sharing Service Center Of Air Traffic Management System Of CAAC

The Financial Sharing Service Center first appeared in the 1980s.Its principle is to centralize the public functions of enterprises,reduce the cost of enterprises by using scale effect and provide standardized services.With the rapid development of information technology,the concept of financial sharing services is favored by more and more large enterprise groups.Since the concept of financial sharing service was introduced into China,it has developed rapidly,and government departments have issued more and more policies to support enterprises to build financial sharing service center.In the civil aviation industry,more and more airlines and airport groups have gradually established financial sharing service centers,and civil aviation air traffic control system is also actively studying.The civil aviation air traffic control system(CAAC)consists of 47 legal entities,including general administration,regional bureau and sub-bureaus(stations).It is a functional organization for the management of national air traffic services,civil aviation communications,navigation,surveillance,aviation meteorology and navigation information.With the rapid development of civil aviation air traffic control system,financial management is also facing more and more challenges:first,decentralized organizations at all Levels can not play the scale advantage,resulting in overall inefficiency and relatively high cost;second,emphasis on accounting:light management:the financial system lacks business finance,strategic financial talents;third,the headquarters of the grass-roots financial supervision is weak.Firstly,this paper combs the domestic and foreign literature of financial sharing services,summ arizes the relevant theoretical basis,introduces the characteristics and functions of financial sharing services,and provides a theoretical basis for the construction and practice of civil aviation air traffic management system.Based on the analysis of the current financial situation of civil aviation air traffic control system,this paper points out the problems existing in the current financial system,points out that the construction of Financial Sharing Service Center in civil aviation air traffic control system can effectively solve the problems existing in the development,and analyzes the feasibility of the construction.According to the strategy of civil aviation air traffic management,this paper puts forward the construction goal,and expounds the construction goal in detail from the aspects of operation mode,organizational structure and functional division,information construction,process reengineering,construction steps:safeguard measures,etc.,and gives the construction plan from multiple dimensions.Through the case analysis of the construction of civil aviation Middle South Air Traffic Control Bureau,the expected effect of the construction of Financial Sharing Service Center of civil aviation air traffic control system is calculated.Finally,the paper summarizes and gives the conclusion,and looks forward to the future role of Financial Sharing Service Center in civil aviation air traffic control system.This paper takes the civil aviation air traffic control system as the research object,hoping to provide ideas for other civil aviation units to build financial sharing service center,and also provide some reference for the financial system reform of enterprises and institutions directly under the central government.
