| The Civil Aviation Administration proposed in the Strategic Concept of Building a Powerful Civil Aviation Power that CAAC should fully build a safe,efficient and green modern civil aviation system by 2030,realize the historic transformation from a big civil aviation power to a powerful civil aviation power,and become a leading country in the development of civil aviation in the world.In the context of building a powerful civil aviation country,air traffic control,as one of the three important links in the development of civil aviation,mainly undertakes the work of air traffic command,and jointly ensures the smooth,safe and efficient operation of aviation with airlines and airport groups.As the executor of air traffic control,the air traffic controller is directly responsible for the aviation safety in the region and the life and property of all passengers on the aircraft in operation,which has been given new missions and requirements under the background of a powerful civil aviation power.How to motivate the controller and how to ensure the working state and quality of the controller is a problem worthy of discussion.Starting from the human factor,this paper selects the civil aviation CQ air traffic controller as the research object,adopts the methods of literature research,questionnaire survey and interview,and follows the ideas of finding,analyzing and solving problems.First of all,collect and sort out relevant literature and materials,sort out relevant theories of compensation to provide theoretical basis for optimizing the design of the scheme,and understand and analyze the compensation situation and differences between domestic and foreign space controllers through relevant materials;Then carry out multi-level and multi-dimensional questionnaires and individual interviews for the controllers,and analyze the problems and causes of the current compensation system of CQ air traffic controllers in civil aviation from six aspects:salary and welfare level,work and life balance,personal career development planning and positioning,work environment and time,salary incentive and management system,and controller self-realization;Finally,based on the comprehensive compensation theory,this paper puts forward suggestions for the optimization of the controller’s compensation system,mainly from the economic and non-economic aspects of compensation,and puts forward detailed and targeted optimization strategies,and puts forward corresponding safeguard measures from the four aspects of organization,system,personnel reserve and economy,so that the optimization strategy of the compensation system can be effectively implemented.I hope that through the optimization research on the compensation system of CQ air traffic controllers in civil aviation,I can effectively promote the enthusiasm of employees,ensure the stability and development of the control team,and seek better development and greater benefits for the control unit while improving the economic and non-economic compensation of controllers.It is also hoped that the relevant optimization strategies proposed in this paper can provide some reference for the reform of the compensation system of the air traffic control system. |
